Job Description

Request of Proposals to Review Staff/ Employee Handbook

SNV is a Dutch based international Development Organisation that provides Capacity
Development Services to local institutions and organizations in more than 30 developing countries in Asia, Africa, Latin America and Eastern Europe. Present in Ghana since 1992, SNV is committed to the reduction of poverty, and works to achieve this in line with national poverty reduction strategies.


As a result  of our on going re-organisation   SNV Ghana Currently have  two main portfolio offices situated in Accra and Tamale and two satellite offices situated in Wa and Takoradi.

Two significant developments have necessitated a review of the labour agreement to reflect the new work arrangement and organizational design. These include;

  1. Management is currently sector based as opposed to the old geography based. That is, staffs in portfolio offices are not necessarily managed by their immediate superior Portfolio coordinator unless where the portfolio coordinator happens to be the sector leader of the particular advisor.
  2. The organization has adopted a programming approach to its capacity building which means that more and more, staff are going to be on projects rather than the mainstream SNV Ghana country budget.

In the light of the above context and the briefing that will be given to successful consultants, you are required to submit a proposal to indicated clearly, with financial implications, how you will review the existing Labour Agreement for home Country Nationals of SNV Ghana in line with the new developments within the organization. Other crucial points to note include the following;

  • We are not asking for the ‘development of Terms and Conditions of Service for staff. What we are asking is for the successful consultant to among other things to
  • Review, update and simplify SNV Ghana HCN Labour Agreement in line with the labour laws of Ghana and the new organization design of SNV. A presentation will be made to the successful consultant on the details of the old and new organization and what has changed.

Key Deliverables:

  • A detailed schedule of the review process
  • Technical paper (1-2 pages) on your assessment of the implications of the new organizational design on HNC conditions of service and the Akwaaba
  • Draft Reviewed HCN Labour Agreement and Akwaaba
  • Management Input draft document and send back to consultant
  • Final Reviewed HCN Labour Agreement / Akwaaba
  • Final Assignment Report
