Job Description

RTI International is seeking Monitoring and Evaluation (M&E) Specialist candidates to provide support for the design and implementation of programme monitoring and evaluation for an upcoming Department of Defense HIV/AIDS Prevention, Care and Treatment Programme that will work closely to complement existing efforts to strengthen and scale-up current HIV/AIDS related prevention, care, and support services and activities for Ghana's Armed Forces (GAF) members and their families. The position will be based in Accra, Ghana.

Responsibilities:

• Leads the design of the framework for all M&E project activities in accordance with the projects work plan. Supports the development of indicators and tools for data collection, and facilitates training of staff in data collection methods for baseline needs assessment
• Responsible for all project related data collection, analysis, reporting and dissemination
• Ensures successful implementation of the project performance monitoring plan and monitors and reports on progress against project targets on a monthly basis
• Supports the provision of M&E related technical assistance/capacity building to GAF officers to strengthen M&E data collection and analysis,, and records management systems
• Performs regular analyses on monitoring data to derive lessons for improvement and to make recommendations on ways forward
• Oversees the documentation of best practices and facilitates the use of such data to drive programme designs and decision making. Produces and disseminates information to share lessons learned and for advocacy purposes

Required Skills or Experience

• Master's degree in public health, statistics, or related field and minimum of 6 years of experience (or a Bachelor's degree and at least 10 years of experience) designing and implementing M&E activities for HIV and AIDS-focused projects in Ghana
• Exceptional technical skills in data management, M&E, and assessment
• Additional skills/experience in one or more of the following technical areas: capacity building, information management system design, operational research is preferred
• Prior experience working on USG-funded programme preferred
• Knowledge of state-of-the-art research design issues and quantitative and qualitative evaluation techniques
• Ability to develop effective working relationships with government counterparts of all levels, local organisations, and other programme partners
• Strong organisational, interpersonal and management skills
• Strong oral and written communication skills in English
