Job Description

Working under the direction of the Senior Market and Trade Specialist, key responsibilities for this staff will include:

  • Advise on environmental risks, costs and legislative compliance associated with ADVANCE activities.
  • Conduct environmental audits to monitor and risk assess environmental performance, ensuring compliance with USAID and Ghana Environmental Protection Agency regulations and striving for continuous performance improvement.
  • Monitor and report on application of environmental impact mitigation measures as outlined in the ADVANCE approved monitoring plan.
  • Review USAID Feed the Future policy on environmental issues and remains up to date on new developments which should be incorporated into program activities.
  • Develop extension/training modules for safe and effective use of pesticides, fertilizers, etc. based on national and international standards and regulations, and ADVANCE approved PERSUAP.
  • Provide technical direction and runs test plots on conservation farming technologies, working with staff and other experts on best practices. Train staff and stakeholders on best practices for environmentally sustainable agricultural practices (crop rotation, fallowing, inter cropping, low tillage, contouring, etc.).
  • Provide technical direction for drought mitigation practices and lead and or support the technical activities for weather forecasting, crop insurance, water harvesting and other environmentally sound practices and technologies that apply to the field.
  • Contribute to farm and enterprise level economic modeling of impact of environmentally sustainable best practices.
  • Visit field sites and project grantees to determine whether the proposed activity encompasses the potential for environmental pollution or damage and, if so, to determine the scope and extent of the additional evaluation, mitigation, and monitoring necessary to fulfill environmental requirements.
  • Prepare monthly and quarterly field reports that include learning points and success stories. Contribute to annual data gathering process for key USAID indicators. Ensure data accuracy via site visits, data audits, etc.
  • For environmental concerns, and as necessary, plan and participates in evaluations, selected research activities, and baselines surveys by providing the necessary program and organizational support; and in knowledge capture events that include staff and partner exchanges, and all staff meetings.
  • Monitor closely the performance of environmental activities and document all changes (both qualitatively and quantitatively) in line with the program’s M&E framework and guidelines for tracking the transformation process and ensures that all such data and information is shared within the program. Assists the M&E Officers to feed data into the MIS system.
  • Identifies STTA needs in the environment sector and assists in the process (needs identification, SOW, requests) and reviews their reports and other deliverables
  • With the grants team, utilizes the project grants program through appropriate grant concepts and implementation.
  • Guides the environmental process through the ADVANCE gender mainstreaming plan to ensure they are incorporated into the process.
  • Works closely with the Regional Coordinators and other sector Technical Leaders and staff to coordinate environmental program activities, effectively utilize project equipment and resources, and to communicate well with multi-program actors on common message and united assistance.
  • Contributes to the preparation and drafting of the environment sector components of the quarterly and annual reports and any other project publications as required.
  • Contribute to the annual implementation plan for environment, lead in its implementation and use it to monitor and report on results.
  • Actively engage in collaborating with program stakeholders as they relate to the environment program, including trade associations, NGOs, government agencies, universities, research agencies, value chain actors, other donor programs, and strategic partners.
  • Perform any other duties as may be required by the Technical Director.

  • Liaising with USAID FinGap program to help create linkage between financial institutions and Advance II value chain actors including smallholders, nuclear farmers, aggregators and processors;
  • Assisting local Business Development Providers to assist larger farmers access finance;
  • Increase the bankability of our large farmers by helping them develop Term Sheets and other documentation;
  • Working with the Ghana Grains Council on helping them expand the number of participating financial institutions in the warehouse receipts system;
  • Assist in expanding access of PHH equipment and storage by developing incentives for logistics and warehousing providers;
  • Assist in developing an End Market Analysis that will identify regional and domestic firms interested in upgrading operations and expanding their raw material base;
  • Provide assistance to firms by helping develop marketing and sales strategies that will enable them to: 1) develop a more efficient supply chain; 2) develop an investment plan to support their growth agenda; and 3) develop a marketing and brand that will meet the needs of the consumer base;
  • Work with other financial service providers to increase access of value chain actors to financial service services particularly mobile money and crop insurance;
  • Provide capacity building to local BDS providers, specifically to address gaps identified;
  • Work with the Senior Specialist to prepare work plans and accompanying budgets for the Market Access and Trade component of the programme;
  • Provide periodic reports on activities and results;
  • Forge strategic partnerships with transporters, public sector institutions and other USAID funded projects like WATH and Borderless Alliance to improve efficiencies in logistics and transportation of agricultural produce within Ghana, and across the borders of Ghana;
  • Provide periodic reports on activities and results; 
  • Provide capacity building to local BDS providers, specifically to address gaps identified;
  • Provide and/or facilitate the provision of BDS services to lead firms, enterprises and other actors in the value chains to support their growth and improve their competitiveness; 
  • Facilitate the building of relationships between actors in the value chain through the organization of buyer tours to lead firms and other matchmaking events;
  • Communicate regularly with the rest of the Advance team on existing clients in order to support their marketing activities, provide additional support, and track key metrics;
  • Represent the project at relevant stakeholder meetings and gatherings, as directed by programme management; and
  • Work and coordinate activities with all team members of ADVANCE II to deliver the expected results of the programme.

Required Skills or Experience

Required Skills and Experience:

  • Degree (BSc) in Agribusiness or Environmental Science with 8 years experience in a relevant role, or a Master’s of Science in Environmental Science/Natural Resource or Agriculture with 5 years experience in a relevant role.
  • Strong knowledge in Environmental issues
  • Background in food processing or the maize, rice and soya  value chains is a plus
  • Conversant with Government of Ghana Policies pertaining to the environment (eg: Seed Law) 
  • Must be well informed on Pesticide use and application
  • Knowledgeable in Food Traceability, Carbon Alternative and Land use pattern
  • Strong skills in Microsoft business software (Word, Excel and PowerPoint)
  • Excellent communication skills in both written and spoken English
  • Ability to develop well written reports that concisely and clearly state the issues and recommendations
