World Vision has been working with urban and rural communities in all the 10 Regions of Ghana to improve provision of water, promote sanitation and hygiene practices and quality education. World Vision through a USAID funded Education project in Ghana known as the Transition and Persistence Program (TAP).
The TAP project seeks to increase access to junior High School (JHS) by re/constructing and rehabilitating of junior high schools to increase access to equitable and quality education for schools in the rural communities of Ghana.
Job Description
To manage World Vision - Ghana infrastructure project by providing supervisory and technical oversight to re/construction and rehabilitation of Junior High Schools (JHS).The Project/Construction Engineer Manager will conduct infrastructure development in compliance with the policies and guidelines set by government functionaries in order to increase access to equitable quality education for school.
Program Management and Evaluation:
- Develop the Infrastructure Strategy in line with the approved operational and strategic plans
- Assess needs and design re/construction programs in collaboration with the Area Integrated Program Manager (AIPM)
- Assist in proposal development and grant management of infrastructure projects
- Develop detailed implementation plans in coordination with integrated Program Manager for all construction activities
- Establish pre-qualification, bidding and contract processes in adherence to WV contract and auditing guidelines
Oversee pre-qualification and bidding of local suppliers and contractors ensuring direct compliance to established standards:
- Review and approve all construction designs and establish technical standards
- Through the AIPM, initiate and encourage communities in the management and utilization of locally available and indigenous construction resources
- Establish seismically sound and accepted construction of basic facilities as well as in training communities on construction process and practices
- Monitor construction projects, evaluate infrastructure and certify acceptability of construction work
- Prepare and review weekly, monthly, quarterly and terminal reports. Practice timely submission of required reports to concerned bodies
Financial Management:
- Develop and manage operation budget
- Manage and regularly review construction projects expenditures neither allowing overspending nor under-spending on project activities
- Prepare and submit Finance-related reports following required reporting formats
Representation and Liaison:
- Liaise with NGOs, UN and government agencies to coordinate inputs and resources
- Liaise with local/government authorities to ensure compliance with government regulations and environmental standards.
Human Resource Management:
- Over see staff recruitment, hiring and capacity building in the engineering sector
- Collaborate with field-based District Engineers to monitor performance
- Develop performance plans with supervisees and conduct reviews at regular intervals
- Manage Artisans, Finance Officer, Team Leaders and DM&E staff
Required Skills or Experience
- First degree in Civil Engineering; preference to candidates with Post-graduate degree in Civil Engineer or related field
- 7-10 years experience in reconstruction engineering
- 5 years experience in management of construction projects and environment impact assessments
- Experience in design and assessment of contract tender documents
- Preference to those with experience working on USAID or United Stated Government-funded projects
- Strong negotiation skills with donors, government authorities, local contractors and suppliers
- Thorough knowledge MS Office, Lotus Notes and engineering computer software
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
