ToR for International Consultancy
POLICY RESEARCH ADVISOR
 
VIS -International Volunteering for Development in Ghana is looking for one consultant as POLICY RESEARCH ADVISOR envisaged within the HORIZON project SAFE4ALL.

Safe for all project is dedicated to assisting local and regional decision-makers in safeguarding African food security, managing disasters, and addressing migration, while fostering resilience in communities across various scales. Leveraging the EU climate services landscape and incorporating local knowledge from African case studies, the project aims to promote user-centred climate services in three vulnerable regions in Africa (Ghana, Kenya, and Zimbabwe). Emphasis will be placed on addressing issues related to migration from secondary cities to main cities within African countries and beyond.
 
General Information about the project:

General Objectives: to better support local and regional actors in decision-making to safeguard African foodsheds and to build resilience in communities across scales.
 
Specific Objectives: 
(SO1) Establish a collaborative, co-creation and engagement platform for the prioritization and codevelopment of needs-based climate information services to tackle issues related to migration, food security and climate resilience within rural-urban continuum in sub-Saharan Africa.
 
(SO2) Identify adaptation challenges, requirements, enabling and hindering factors in adapting to the wider socio-economic environment, while ensuring alignment with policy goals (such as safeguarding biodiversity, boosting agricultural output, lessening disparities) that can be met with demand-driven and user-centred services.
 
(SO3) Explore and harness existing climate services and develop new suite of user-centred state-of-the-art climate services (for foodsheds, hydro-meteorological disaster and ecosystem management), that can be bundled together (new and existing) leveraging opportunities with digital revolution including artificial intelligence, automation, high mobile network penetration and sensors to improve diffusion of climate knowledge and promote more efficient service delivery at local and regional levels.
 
(SO4) Tailor the services and tools in SO3 to local policy contexts for each SAFE4ALL country and support the integration of the services within the local adaptation processes and communication platforms using storytelling maps to create actionable and inspiring results for climate adaptation to accelerate the attainment of the SDGs.
 
(SO5) Sustain, scale up and scale out bundled climate services through capacity mobilization, communication and dissemination to help communities understand the risks of climate change and develop strategies to adapt and increase their resilience. 
 
(SO6) Recommend and implement sustainable business models for the services deployed in the co-creation cases (LivingLabs) in the SAFE4ALL countries, based upon successful examples elsewhere. In addition, key factors that drive the demand for services are defined.
 
(SO7) Foster multi- and interdisciplinary links and collaborations through partnerships across Europe and Africa promoting better targeting of investments and programs to accelerate the attainment of SDG17.
 
Role Purpose
Within SAFE4ALL, the position has been crafted to address the following key objectives:

1) Assessment of Food Policy Systems in Ghana. 
You will:
  • Delve into the intricate landscape of food policy systems in Ghana, Kenya and Zimbabwe and conduct a thorough assessment of these systems using case study areas.
  • Evaluate the responsiveness of these systems to climate change, internal migration, urbanization, and other socio-economic developments.
  • Conduct a review of existing policies in Ghana, Kenya and Zimbabwe to anticipate and adapt to challenges, recognizing risks to food security.
2) Identification of labour migrants- contribution in food value chins, disaster management and environment sectors  
You will:
  • Identify the contributions of labour migrants to construction and food value chain. 
  • Analyse incentives for migrating from countries of origin and climate change drivers. 
3) Policy integration, recommendations and governance targeting urban and rural areas. 
You will:
  • Contribute to the development of gender and climate sensitive pathways focusing on transition spaces (peri) urban areas where migration populations reside. 
4) Design and implementation of gender sensitive transformative and holistic policy pathways promoting climate resilience. 
You will:
  • Identify and collaborate with relevant stakeholders on the areas of migration and climate change to design gender sensitive policy pathways promoting climate resilience. 
  • Build capacities of communities, especially women and youth, to create and diversify livelihoods, especially in innovative food value chains and the green economy (for instance, waste management and sustainable construction). 
  • Engage with stakeholders, co-develop climate-smart adaptation practices for short and long-term scenarios, and connect with policy, seamlessly integrating with key objectives to promote sustainable food system planning and development in Ghana.
  • Your responsibilities will include conducting research and analysis within the project framework, contributing to the development of new methods to support sustainable food systems in SSA, contribute to design policies promoting climate resilience.

Required Skills or Experience

REQUIREMENTS AND/OR CHARACTERISTICS OF THE CONSULTANT 
  • Proven knowledge and experience of Africa and or Ghana’s food policy landscape and systems
  • Professional experience (10 years +) in a relevant work environment, for example in environmental and food policy research, climate change
  • Professional experience with UN agencies or international organizations would be an asset
  • Strong methodological and analytical skills in quantitative and qualitative approaches
  • Relevant knowledge of independently leading complex policy and research studies (e.g. case studies)
  • Ability of working both independently and in a team and show enthusiasm for working in an interdisciplinary and international environment.
  • Excellent scientific writing skills in English
  • Experience with publishing in peer-reviewed academic journals
  • Good organizational and intercultural communication skills and willingness to travel to relevant project sites
Essential Requirements
  • Candidates must hold a minimum of master’s degree on environmental sciences, earth system science, climate studies, agricultural studies, or a similar field with strong skills in quantitative and qualitative research. 
  • Holding a PhD in the above-mentioned subjects is considered a strong asset
  • Candidates must have published papers, articles or researches on the topic of interest of the project
  • Enthusiasm for collaborating with an interdisciplinary team of researchers with diverse backgrounds and disciplines is essential.
  • The ability to engage with cross-cutting issues like gender/climate change and migration/climate change, coupled with a willingness to travel to different countries in Africa, adds valuable dimensions to this research opportunity. 
The Consultant intending to submit a proposal undertakes, from now on, to fully understand and comply with the Organizational Model VIS developed in accordance with Legislative Decree 231/2001, the Code of Conduct, as well as the Policies and the body of internal procedures that constitute the Management System of the Organization.
 
Ownership of documents and confidentiality of data and information 
All documents, materials, content and information managed, products or that came into the possession of the consultant that were learned while carrying out the assignment must be treated confidentially and must not be disclosed to third parties without the written consent of VIS. The use of the final report will be at the sole discretion of VIS. All the documentation that VIS will make available in soft and hard copies must be returned at the end of the assignment. No part of the assessment may be reproduced without specific authorization from the VIS.

Consultancy Terms and Conditions
Contract duration: 1 year (with the first 3 months serving as a probationary period) and renewable. The renewal can be extended for an additional 12 months, up to a maximum of 36 months, subject to satisfactory performance assessment conducted at the end of each contract term. The initial contract period starts from April 2024.

Work modality: both remote and in-person at the VIS office in Accra- Ghana with missions to various areas of the country (e.g. Ashanti, Bono, Bono East, Upper and Northern Regions). Possible international missions to Kenya and Zimbabwe. 

Economic terms of the consultancy: For the fulfilment of the assignment, salary range is set between 16,000.00 GHS and 20,000.00 GHS per month estimated at 15 days engagement per month, inclusive of all tax and social security obligations, commeasured with experience and expertise. 

It is specified that VIS, in addition to providing possible logistical support, will ensure coverage of the costs related to board and lodging, travel and transportation abroad associated with the consultancy, as well as insurance and other on-site expenses, including the following associated charges. For travels and missions within Ghana, the modality will be discussed and agreed with the selected candidate.
