Job Description

Background

The Feed the Future Ghana Trade and Investment (GTI) Activity is a four-year program that seeks to improve the enabling environment for Ghana’s economic growth by (1) facilitating growth in export-oriented trade; (2) improving and developing product standards; (3) catalyzing investments in private enterprises related to high-value commercial crops; (4) promoting job creation, particularly among women and youth; (5) promoting economic growth. GTI seeks to strengthen the food safety enforcement systems to enhance exports and foster SME growth.

GTI aims to strengthen food safety enforcement systems to boost exports and spur SME growth by tackling the underlying causes of agricultural underinvestment and empowering marginalized populations to engage more effectively in agribusiness and trade. As part of this effort, GTI has undertaken extensive outreach to enhance quality standards and certification within the domestic value chain, laying the groundwork for SMEs to successfully navigate certification audits and fortify their organizational capacities for long-term sustainability. Additionally, GTI has supported trade and investment in export firms by awarding 36 grants to organizations, comprising 4 public entities and 32 private SMEs. These grants are intended to enhance product standards certification and market development. Through these initiatives, GTI is poised to aid USG-assisted organizations in refining their management structures using standardized metrics for assessing capacity improvement.

Utilizing the organization capacity assessment (OCA) process over the past years with public, private, and trade associations, GTI has facilitated the establishment of capacity-building resources for organizations. This process involved providing criteria to assess current management capacity and pinpoint key areas for enhancement. Through prioritization, action plans were developed to address identified gaps, encompassing management, compliance, and program components to ensure a comprehensive understanding of the organization's dynamics.

The OCA process featured a guided self-assessment led by a skilled facilitator, fostering a sense of ownership within organizations regarding their improvement plans. The assessment aimed to illuminate strengths and weaknesses, prioritize gap areas, and support the implementation of targeted solutions. Building on these achievements, GTI aims to expand OCAs to include all current grantees and offer technical support to develop tailored action plans. This expanded approach will involve conducting interviews, evaluating organizational capacities, conducting analyses to identify strengths, weaknesses, opportunities, and threats, and subsequently prioritizing and crafting action plans based on assessment findings. This strategic scaling up of OCAs will empower grantees to address specific issues and advance their organizational capabilities effectively.

The short-term consultant(s) will work with grantee SME management to conduct a comprehensive assessment across seven key areas, including governance, financial management, administration, human resources management, organizational management, and program/project performance. The consultant will use relevant materials for analysis to identify gaps, prioritize issues, and develop actionable plans. They will also coordinate internal meetings and deliver the final report.

Position Summary

GTI works with public, and private organizations (SMEs), and trade associations to improve the enabling environment for Ghana’s economic growth by providing grants and capacity building for government and Small and Medium Enterprises that spearhead export growth, product standards, and creating investment opportunities. The support is expected to lead to improved organizational performance through structured capacity development support to improve the enabling environment for Ghana’s economic growth. To institute training resources with partners, GTI seeks consultant(s) to conduct an organizational capacity assessment (OCA) of GoG partners and SMEs (Small and Medium Enterprise) grantees and beneficiaries’ organizations. The consultant(s) is expected to work with each partner to identify gaps, prioritize areas, and develop a capacity-building plan. The consultant is expected to assist organizations in assessing critical elements for effective organizational management and identify those areas that need strengthening or further development. The OCA process should enable grantees and SMES organizations to define a capacity-building improvement plan, based on self-assessed needs in key domain areas and monitor improvement in their performance.  A review after implementation would determine the level of capacity improvement of USG-supported organizations.
