PATH Ghana is seeking a Grants Finance Manager to provide administrative support to the 'Making Every Baby Count Initiative' (MEBCI) project funded by the Children's Investment Fund Foundation (CIFF).

The goal of MEBCI is to contribute significantly to improvement in quality, availability and accessibility of essential newborn care and appropriate interventions to address asphyxia, infection and prematurity according to the government guidelines.

The specific objectives of the program are to strengthen national and regional leadership and action in quality delivery of newborn care at hospitals and health centers in four regions of the country from 2013-2017.

Job Description

The Grant Finance Manager will oversee the grant disbursement and monitor compliance for the Making Every Baby Count Initiative (MEBCI) in Ghana.  PATH is establishing Subagreements with the Ghana Health Service (GHS) to implement MEBCI activities.

The Grant Finance Manager will work closely with financial counterparts at GHS to develop, manage, and report on a transparent and efficient Subagreement process and to share experience and lessons learned to build the capacity of funds management.

Based in Accra, Ghana, the Grant Finance Manager will be responsible for the following key activities:

  • To establish and develop collaborative relationships with GHS National and Regional Offices.
  • To work closely with the Deputy Director of Field Operations in the subaward process, including reviewing scopes of work (SOWs), aligning SOWs with initiative work plans, and supporting sub-awardee development of budgets.
  • To conduct visit to project region, make presentations on the budgeting and costing, and financial and narrative reporting templates aspects of the project.
  • To conduct due diligence evaluations of prospective GHS partner offices to determine their capacity to effectively manage funding.
  • To work closely with the Deputy Director of Field Operations to design compliance guidelines and performance monitoring criteria for sub-agreements.  
  • To oversee financial management of grants including monitoring payments against work plan milestones and deliverables, approving and disbursing funds, and reviewing subawardee reports.
  • To work closely with PATH HQ to draft and process subagreements in an efficient manner.
  • To support capacity building needs of the grant recipients to strengthen organizational management and coordination functions.
  •  To oversee the design and implementation of compliance and performance monitoring of annual work plans, recipient fund reporting and documentation. 
  • To establish effective systems for monitoring fund recipient compliance and performance toward the work plan, and ensuring accurate financial reporting.
  • To coordinate the procurement of newborn commodities with PATH HQ, GHS offices and shipment companies to ensure that, all Newborn commodities purchased and delivered on time to regions.

Required Skills or Experience

  • Degree in Business Administration, Finance, or Accounting plus
  • A minimum of five years of experience working in health and development programs with substantial expertise in contracts and grant management, experience working with the Ghana Health Service. 

Required Skills

  • Expertise in Grants Administration.
  • Excellent oral, written, and presentation skills in English.
