Job Description

The GCAP, financed by the World Bank and USAID, is Ghana's flagship agricultural project.The project is currently being restructured including the following  revised Project Development Objective:
To improve agricultural  productivity of both smallholder and nucleus farms in selected project  intervention areas through increased access to reliable water, land,  finance, agricultural inputs, and output markets.
The restructured GCAP will consist of the following seven components:

(i) Strengthening investment promotion infrastructure and facilitating secure access to land;
(ii) Securing PPPs and smallholder linkages in  the Accra Plains; (Hi) Securing PPPs and small-holder linkages in the  SADA Zone;
(iv) Project Management including M&E and impact analysis;
(v) Investments in physical rehabilitation and modernization of existing  public irrigation and drainage infrastructure;
(vi) Support to the  restructuring of irrigation and drainage institutions of the Government  of Ghana; and
(vii) Support for the development of Water Users'  Associations and new scheme management institutions.

Organizational Reporting: Reports to the Chief Director, Ministry of Food and Agriculture (MoFA) & the project's Steering Committee.
GCAP is looking for a dynamic and energetic Project Coordinator (to be located in Accra) who will be able to move the restructured project forward and ensure the timely attainment of the outputs and outcomes as agreed between the Government and project  financiers. For international positions, an internationally competitive package will be offered

Key Responsibilities:    
The Project Coordinator (PC) will have overall responsibility for the performance of GCAP's Project Implementation Unit (PIU). The PC will coordinate with and report to the Chief Director in the Ministry of food  and Agriculture (MoFA) and coordinate with relevant MoFA Departments and institutions, including but not limited to the Ghana Irrigation  Development Authority (GIDA), Lands Commission, and Ghana Investment Promotion Authority (GIPC). The PC will provide the PIU with overall  guidance in operations and project implementation, and bear full responsibility for the project's administration. He/she will be expected  to:

  • Work closely with relevant stake holders on project development and implementation.
  • Oversee the day to day operations of the PIU.
  • Provide oversight on the  preparation  of the budgetary requirements and  reporting responsibilities of the PIU.
  • Liaise with donors, MoFA and other relevant line ministries.

Specific duties:

  • Directly supervise project activities of selected PIU staff including the Operations Manager and staff working in procurement,
  • contract monitoring, financial management, administration, monitorings evaluation, and oversight of irrigation institutions.
  • Provide assistance to the technical subject matter consultant experts in capacity building activities for national staff.
  • Serve as the focal point, and facilitate resolution of issues and/or approval of all matters pertaining to the project.
  • Other functions and activities as required by MOFA and/or GCAP's financiers.

Required Skills or Experience

Essential

  • Master's degree in agriculture, economics, project management or other relevant field from recognized institution.
  • Demonstrated drive for achieving results, and ability to drive others towards success
  • Ability to formulate and execute strategies and policies, and create new approaches.
  • Demonstrated experience in working with and eventually leading a multi-disciplinary team of experts.
  • At least 15 years of relevant work experience with increasing responsibilities.
  • Demonstrated experience and success in project management and implementation.
  • Experience with foreign donors and familiarity with World Bank procurement, financial and reporting procedures.
  • Excellent communication skills in written and oral English.
  • Outstanding presentation skills.
  • Good computer skills, including advanced knowledge about Microsoft Office.
  • Excellent people manager with concomitant interpersonal skills, and  cultural sensitive.

Desirable

  • Previous work experience in World Bank and other donor financed projects.
