Job Description

  • Hours: Full-Time
  • Length of Contract: 3-month consultancy
  • Counterparts:   Chief of Party; Deputy Chief of Party, other Systems for Health staff as appropriate
  • Location:  Accra 

Consultancy Overview

The Operations Management Consultant will provide support to the USAID Systems for Health senior management team as the project accelerates Year 1 implementation. 

Specific Tasks

Work in partnership with the Chief of Party, Deputy Chiefs of Party and Director of Operations to:

  • Assist with the fleet management function and the design/redesign of the project’s fleet management systems
  • Assist with the procurement function and the design/redesign of the project’s procurement processes
  • Assist with the other functions of the Operations team and the design/redesign of the project’s operations, overall
  • Examine the project’s operations functions and identify staffing needs, organizational needs and structural needs for the Operations team and develop the SOWs for any needed positions
  • Assist with developing budgets and responding to budget requests
  • Work with regional offices to develop and produce plans and reports and assist with Year 2 work planning
Deliverables

Weekly reports, which outline all activities completed during the reporting period. Due Friday of each week during the consultancy time period.

Required Skills or Experience

  • Master’s degree in Purchasing and Logistics, or MBA with emphasis of Logistics or Operations Management or related field is required.  Professional membership with Chartered Institute of Purchasing and Supply is an added advantage.
  • A minimum of 7 years’ work experience required in project management – health project management experience is an added advantage
  • Experience undertaking procurement under US Government regulations
  • Experience overseeing fleet management 
  • Experience working with USG organization is an added advantage

Skills

  • High level proficiency in MS Office applications
  • Ability and willingness to travel to regional offices
  • Ability to work under critical deadline pressures while maintaining high level of accuracy and attention to detail
  • Strong facilitation, interpersonal skills and the ability to communicate and work well with diverse people
