Job Description

As a result of the program scope and complexity, DAI seeks a Deputy Regional Director for Program Design and Monitoring (Deputy Regional Director or DRD) for the West Africa portion of the 5 year USAID funded Africa Lead Program.

The Deputy Regional Director (DRD) will be responsible for helping the Regional Director ensure that the programs being undertaken by the Regional Office receive the necessary design, technical, financial, monitoring and management attention needed for them to be delivered on time and have the level of impact expected and needed to achieve Africa Lead’s objectives. The DRD will also have responsibility for ensuring that the programs and reports delivered are of the highest technical quality and adequately respond to the needs of the country partner and the USAID client.

Responsibilities

  • Manage the Communications, Knowledge Learning and Monitoring and Evaluation team to ensure effective communications, report monitoring, evaluation and impact analysis, including interaction with USAID counterparts on monitoring and reporting requests such as quarterly reports, annual reports and other periodic and adhoc reporting requests
  • Ensure innovative approaches to delivering , measuring and  capturing impact of  the training, institutional capacity building and other technical support provided by Africa Lead--especially developing tools and metrics related to performance improvement in agriculture organizations and systems improvements in the agriculture sector
  • Assist with the coordination of the technical and operations teams and with program, budget and procurement work planning and execution.
  • Provide technical assistance and train African men and women leaders in leadership, change management, and strategic planning and other topics as requested by USAID and counterparts
  • Attend high level meetings throughout Africa and internationally

Required Skills or Experience

  • Successful candidates will have strong interpersonal, leadership and management skills as well as relevant experience designing and implementing programs to increase local capacity to improve food security or strengthen institutions. Specific experience and specialization in the following areas is required: program design and planning, government capacity building, agricultural policy reform and implementation, food security, public education/awareness, and/or monitoring and evaluation of food security programs. Significant project management experience and leadership is highly required as well as extensive adult training and facilitation experience in West Africa. Strong experience managing USAID funded and other donor funded projects a must. Intermediate French speaking and writing skills required.
  • Minimum of a MA’s degree in a social economic development field required.  PhD preferred and a minimum of 15 years working experience in the West Africa region as a country/program director.
