Impact Malaria (IM) is US President’s Malaria Initiative (PMI), global service delivery project to reduce malaria mortality and morbidity, and efficiently and effectively move countries forward along the malaria elimination spectrum. The project, set to be implemented in Ghana, will contribute to the country’s National Malaria Control Strategic Plan 2014-2020 and beyond.

The project will operate over a five-year period.

Job Description

  • Office/Division: Jhpiego Ghana  
  • Reports to: Team Leader, Finance and Administration   

MAJOR DUTIES AND RESPONSIBILITIES

The Finance and Grants Officer will report to Jhpiego’s Finance & Administrative Team Leader for MCSP Ghana and will be based in Accra. The primary responsibility of the Finance and Grants Officer will be to oversee the entire grants management cycle including compliance with US Government and USAID cost principles and regulations. This includes implementation of activities and effect payment as per agreement, local government requirements, accepted accounting practice; participation in evaluating and selecting sub-grantees, ensuring grantee payment, and monitoring (including field visits), reporting, and evaluating results. S/he will work closely with the F&A Team Leader to ensure accurate financial, contractual and administrative reporting of sub-grantees.

Responsibilities

  • Assist in developing or adapting formats, procedures, and regulations to be used for formulating, executing, monitoring, and closing grants according to donor agencies regulations.
  • Conduct pre-award assessment and develop training modules for sub-grantee capacity building
  • Document the process by which sub-grantees are selected for awards, and notify applicants and other stakeholders of awards granted where open solicitations are sought.
  • Where appropriate and needs are identified, assist sub-grantees in developing work plans, monitoring progress, tracking expenses, preparing reports, and facilitating grantees’ compliance with the terms of their agreements.
  • Conduct field visits to monitor sub-grantees and provide on-site support with respect to financial grant management, as needed.
  • Collaborate with program staff to assist in developing and revising mechanisms for making payments and monitoring/reporting financial performance of sub-grantees.
  • Review grantee monthly financial reports and follow up transfer of funds from Jhpiego Headquarter office. 
  • In collaboration with Finance Officers of the sub-grantees, review monthly sub-grantees’ invoices, process invoices, and update grant binders and databases as appropriate.
  • Mentor and provide technical support to sub-grantees to improving their financial systems and reporting under sub-agreements with Jhpiego
  • Continuously review the accounting procedures, internal controls and financial reports of each organization, perform financial risk assessments and establish risk mitigation plans.
  • Communicate regularly with MCSP Grants and Contracts Team in Washington DC of sub-grantees’ status
  • Contribute to the development of a country office grants management manual, materials, and resources.
  • Work closely with program staff during project close out
  • Provide feedback to the F&A Team Leader on overall performance of sub-grantees and recommendations for improvement (if any).
  • Other duties in Finance office as assigned.

Required Skills or Experience

  • Bachelor’s Degree in Accounting, Finance, or Business Administration
  • Minimum of THREE (3) years relevant experience in grants or contracts administration or accounting.
  • Proficient in US Government and USAID cost principles and regulations.
  • At least four years of experience in an NGO environment
  • Relevant experience in grants management and financial/operational systems preferred.
  • Sound experience in auditing
  • Excellent organizational, coordination, communication and interpersonal relationship skills required.
  • Experience working with and providing technical assistance and training to NGOs preferred.
  • Computer literacy and very good knowledge of Excel, MS-Word; experience in QuickBooks accounting package is advantageous.
