West Africa Food Markets Pilot

Introduction

The West Africa Food Markets Pilot Programme (WAFM) is a five-year DIFD-funded initiative implemented by The Palladium Group seeking to increase the availability of staple foods and purchasing power of farmers in food-insecure regions of the Sahel as well as to increase their resilience to hunger and malnutrition during the regular hungry seasons and periodic shocks.

The Consultant will be hired under a Short-term Technical Assistance Agreement for a maximum of 45 Consultancy days including the inception tasks, desk review preparation of the draft report, validation and completion of report. It is expected that the consultant will carry out the assignment in late November 2015 and complete his/her work no later than March 2016.

Primary Responsibilities

  • Design and implement effective knowledge management practices for the WAFM team, and put in place actions towards the communication and dissemination of WAFM activities within the coverage countries and to key stakeholders;
  • Set the framework for the coordination and management of all WAFM publications and dissemination of knowledge products and services including helping to determine the best media to achieve its dissemination goals;
  • Develop relationships with journalists, publications, and key players in ICT4D circles, development circles and the mass media; with a view to raising WAFM visibility within the target countries and internationally;
  • Support the maintenance of WAFM web-based platforms, by: (a) assisting in the day-to-day management of  web based platforms (e.g.; monitoring, communicating with stakeholders, maintenance of web performance statistics, and responding to inquiries from clients); and (b) helping to develop new content for WAFM web platforms, including discussion forums and online communities, in coordination with WAFM  Team Leader and other staff;
  • Ensure the smooth implementation of all communications, knowledge management, and branding and outreach activities, in coordination with all WAFM's team members.

Required Skills or Experience

Essential Education and Experience Required

  • A minimum of five years relevant professional work experience;
  • Excellent program management skills and demonstrated experience in managing international projects with activities in multiple countries;
  • An established track record in communications, outreach, branding and knowledge management, including web management, video and graphic development and editing, proofreading and copy editing; knowledge and experience in social media management (Facebook, Twitter, blogs
  • Excellent verbal and written communications skills, and demonstrated experience working with a variety of stakeholders, including senior government officials, donors, journalists, editors, policy-makers and regulators, consultants and academics;
  • Basic knowledge of the ICT4D sector and its role in sustainable development.

Key Competencies

  • Demonstrated ability to take initiative and work independently with limited supervision;
  • Experience of working in a multicultural team and proven ability to build relationships with project partners.
