Job Description
PURPOSE OF THE JOB
- Provide managerial support to Operations & Maintenance Manager in the area of Fuel Management in accordance with NETIS Standards.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Document and keep records of all Fuel Management procedures
- Brief all concerned staff of Fuel Management procedures
- Implement and control Fuel management processes and procedures
- Control all fuel incidents & thefts
- Manage fuel deliveries
- Interface with fuel delivery contractors
- Ensure proper client interface
- Establish good communication and good will with informal leaders and relevant members of local community
- Supervise the fuel distribution channel for the sites and vehicles country wide
- Perform site audits in order to eliminate potential theft implications
- Check and analyze all incoming reports to formalize action plan
- Ensure that site fuel consumptions are within expected/standard ranges
- Oversees proactive program to recognize, identify and correct operational problems within the facility. Investigates, evaluates, and determines best application of new developments in bulk fuel storage industry, and devises other means of securing maximum efficiency of personnel and equipment.
- Directs maintenance of property records and upkeep of equipment and structures.
- Demonstrates continuous effort to improve operations, decrease turnaround times.
- Streamlines work processes, and work cooperatively and jointly to provide quality seamless customer service.
- Report all defect, incidents and product nonconformance
- To ensure strict adherence of company’s H, S &E and absolute rules at all times.
- To report and document any incident or accident occurring in relation to Fuel and liaise with the appropriate quarters i.e. Police, Security Guards, Community, etc. for the necessary action to be taken
- Make sure all supervisors and operators follow the procedures and plans provided by the Quality Management System at all times
- Guarantee that the fuel is up to specification.
- Delegates functional activities to workers and establishes supervisory schedules and responsibilities to ensure quality and timeliness of independent decisions required to provide continuous service to the client and safety of workers
KEY PERFORMANCE INDICATORS
- Control fuel theft
- Achieve zero fuel shortage
- Checklist and invoice submission within the standard period(5 days)
- Weekly fuel tracking report(NETIS)
- Precise fuel report submission weekly(all clients)
- Monthly MIS report
- Maintenance of Company equipment and resources.
- Prompt and appropriate reporting (Written and Verbal)
- Abide by safety and health procedures at all time.
- Meeting the KPI specifications.
- To complete all works according to agreed standards and budget specifications.
Required Skills or Experience
MINIMUM REQUIREMENTS / QUALIFICATION
- Bachelor Degree
- Must have a valid driver’s license
EXPERIENCE / KNOWLEDGE
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Five(5) Years Fuels handling experience and training or equivalent combination of education and experience
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
- Fuel storage and dispensing systems.
- Fuel management reconciliation techniques.
- Petroleum industry standards, EPA and regulations pertaining to Bulk Petroleum Storage Facilities
