Project Summary
IPA is undertaking Baseline Data Collection for Impact Evaluation of Community Performance-based Financing (CPBF) Pilot, which form part of the Maternal and Child Health and Nutrition Project (MCHNP) being undertaken by Ghana Health Service and the World Bank. The baseline data collection involves working with the regional & district health management teams and community health planning and services (CHPS) in Northern, Upper East, Upper West and Volta regions.

Position Summary
IPA is seeking to hire Surveyors, Auditors, Team Leaders and Field Supervisors for a maximum of eight (8) weeks to do survey in eight districts, two each in the four regions above. The work will require extensive travel within the districts. In most cases, applications will be required to provide their own accommodation in the district they chose to work. Applications are to indicate the district in which they would like to work, considering their level of proficiency (Native or Fluent) in the local language for the district.

The districts and local languages preferred are as follows.

  1. North Gonja and West Gonja in Northern region – the preferred language is Gonja
  2. Bawku West in Upper East region - the preferred language is Kusaal
  3. Talensi in Upper East region – the preferred language is Talen
  4. Lawra and Nandom in Upper West region – the preferred language is Dagaare
  5. Agortime Ziope and Kadjebi in Volta region – the preferred language is Ewe

Applicants are also to indicate which roles they want to be considered for, based on their prior experience and proven skills.

Team Leader Responsibilities

Team Leaders (TLs) will oversee survey fieldwork. This will involve managing a team of Surveyors, overseeing field finances, supervising daily survey activities, survey monitoring and writing daily field reports to the Project Manager. Team Leaders will also maintain records; including survey tracking, surveyor attendance and project expenses. Team Leaders are responsible for maintaining high quality data collection and will report to the Project Manager. In particular, the TL will;

  • Report directly to Field Supervisor
  • Supervise all the Surveyors at a field station, manage their work, and ensure that they are all following IPA survey protocols;
  • Manage the team’s finances;
  • Distribute respondent gifts to Surveyors each morning;
  • Verify that Surveyors have interviewed the right respondents;
  • Track surveys conducted by surveyors using tracking forms accurately and consistently, and give daily updates to the Field Supervisor;
  • Ensure surveyors collect good quality data through rigorous monitoring, and re-training surveyors;
  • Do frequent and random spot checks in the field in order to monitor surveyors;
  • Report all problems immediately to the Field Supervisor and Field Manager;
  • Promptly respond to contact from the IPA Field Manager, or other IPA staff.
  • Be responsible for maintaining good relations with IPA, its employees, partner organizations and project participants.
  • Perform other duties related to the project that may be assigned to him/her.

Required Skills or Experience

It is required that potential candidates possess:

  • A diploma or University degree in Health, Economics, or any other related field;
  • Strong oral and written communication skills in English;
  • Strong oral proficiency and basic grammatical knowledge in any of the following local languages – Gonja, Kusaal, Talen, Dagaare, and Ewe;
  • Knowledge of additional or multiple languages used in the Northern, Upper West, Upper West and Volta regions is an added advantage;
  • Good knowledge of basic mathematical computations;
  • Good interpersonal skills and ability to work with little or no supervision;
  • Previous experience (at least one year) in any of these positions is an added advantage;
  • Computer literacy with proficiency in MS word and excel;
  • Experience in using technology to collect data on the field
