Job Description

WORK ENVIRONMENT 

  • The position ensures that the Spills Program focuses on oil spills preparedness and effective responses to oil and hazardous substance spills.  The duties ensure that all activities and interactions with internal and external stakeholders comply with program expectations. This position develops processes for approval of oil spill contingency plans for onshore facility and commercial vessel operators.  
  • The incumbent is supervised by the Group Office and the Oil Risk Response Company Board to respond to spill incidents.  The Manager will manage releases of oil and hazardous substances in onshore Ghana, the investigation of complaints and spill notification reports, and provide oversight of spill cleanup. Duties will include evaluating the potential threat to human health and the environment, including the transport of contaminants to surface water and/or groundwater, review and approving site assessment, cleanup and site sampling plans, and will determine when cleanup is complete.   
  • The incumbent will conduct oil discharge prevention and contingency plan review and inspection oil and for non-crude oil terminal facilities, marine vessels, and non-tank vessels.

RESPONSIBILITIES

  • Manage the receipt and initiate emergency responses to reports of oil and hazardous material incidents 
  • Conduct site visits 
  • Work with parties during the emergency spill response 
  • Lead the Response Incident Management Team
  • Spearhead review, analysis, and recommendation of industry oil spill contingency plans, response equipment, and personnel capability;  inspect regulated facilities to help maintain and improve the preparedness to spills
  • Conduct public outreach to educate and prevent oil and hazardous substance releases.
  • Conduct interagency coordination to improve contingency plans and spill response preparedness projects

SPECIFIC  SKILLS

  • Expertise working with the public, government, agencies and the media, ability to communicate clearly, and experience speaking in front of groups
  • Respond to oil or hazardous substance spills at all times and immediately
  • Understanding of oil and hazardous substance spill prevention and contingency plans and response policies, statutes, and regulations
  • Experience or training in writing or reviewing assessment, cleanup and sampling plans for spills of oil to land
  • Experience or training in marine oil spill response
  • developing knowledge and skills in regulations, pollution control, damage recovery, or programs to improve or protect environmental quality 
  • evaluating the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities
  • Ability to write professional documents 
  • Expertise in using Microsoft Office software, including Outlook, Word, Excel, and PowerPoint;
