Job Description

RESPONSIBILITIES:

a. financial management

  • Serve as the principal technical advisor to the Group to support the Annual Operating and Financial Strategic Plans for the company.
  • Lead in the development of the overall corporate strategy of the company in line with the vision of the shareholder/Board of Directors. Work with the Director of Finance to formulate the annual department budget and to ensure efficient management of department resources
  • Work with the Finance team in financial modeling and analysis to support the development of long term strategic initiatives and business plans.
  • Evaluate and conduct cost benefit analysis on investment prospects to determine its financial viability and tax consequences for Management decision making.
  • Advise on all regulatory and statutory requirements with respective to Finance, investments and treasury trading and market risk management.
  • Prepare the annual budget of the company and monitor its implementation to ensure compliance.
  • Develop Optimized Capital Structures (Debt/Equity Ratios) for the company and formulate plans to achieve set targets.
  • Stay abreast with legislations, rules/regulations and international best practices in Financial /Investment Management in the mining sector.
  • Define and develop policies, standard operating procedures (SOPs), measures, control systems and monitor their implementation to ensure prudent financial and investment management for the company.

b. Leadership and management

  • Promoting and facilitating the effective and efficient management and the development of mineral resources
  • Exercising regulatory administration and supervision over all reconnaissance, exploration and mining operations
  • Determining that all conditions relating to mineral rights and the requirements of the Act are complied with
  • Maintaining a Mining Cadastre Office and mining cadastre
  • Approving reconnaissance, exploration and mining work programs
  • Preparing reports (including an annual progress report) and other records, and providing data to the public, subject to any confidentiality restrictions
  • Taking custody of any mineral resources declared by any court to be forfeited to the Government
  • With the proper approval of the Minister, disposing of any mineral resources forfeited to the Government
  • Carrying out investigations and inspections necessary to ensure compliance with the provisions of the Act
  • Making lawful orders that are necessary in order to effectually perform the functions and duties imposed under the Act.
  • Advising holders of mineral rights on proper and safe mining methods
  • Plan, manage, co-ordinate, and direct the operations of the Directorate of Mining Licensing to achieve the objectives defined in the Agency’s Strategic Plan. This includes the practical implementation of strategic objectives and performance criteria for the Directorate as well as for staff under direct supervision.
  • Take measures to ensure the Agency’s values and principles are put into practice by staff under supervision and that they are aware of and motivated towards the Agency’s vision and strategic objectives.
  •  Prepare and implement a robust and effective compliance system, designed to ensure that laws and regulations are adhered to, and that any non-compliant activity is detected.
  • Liaise with companies active in exploration or mining in Ghana, and with potential investors in the minerals sector in support of the Ministry of Mineral & Mining Resources’ investment promotion activities.
  • Be accessible to the general public and civil society organizations over concerns related to exploration and mining
  • Ensure the Directorate provides good service delivery in areas of issuance, maintenance and termination of exploration and mining licenses; technical assessments of all large-scale and small-scale mining license applications; supporting the Precious Minerals Trading Department in the licensing of exporters, importers, dealers, beneficiaries , brokers and supporters; monitoring and inspection of license holders.
  • Ensure the efficient management the Mining Cadastre system, and provide regular revenue and compliance reports to the Ministry of Mines & Mineral Resources, the National Revenue Authority.
  • Liaise and negotiate on mineral-related matters with other Government department statutory bodies, academic institutions, the industry, aid donors and represent the Department on committees, boards, industry bodies, and other relevant organizations and at conferences as required.
  • Consult the Director of Geological Survey as appropriate on matters related to geology, work programmes and the geological content of technical reports.
  • Development of proposals for the improvement of policies and procedures.

Required Skills or Experience

  • Good degree in Mining Engineering from a recognized University.
  • Additional relevant professional qualifications an asset, ideally to postgraduate level.
  • At least Fifteen (15) years relevant post qualification experience in assigned field with at least 5 years in senior management role.
  • At least 10 years’ experience in a mining engineering or similar position.
  • Familiarity with the Ghanaian mining sector
  • Relevant experience in mineral licensing, monitoring and compliance
  • Good degree in Mining Engineering from a recognized University.
