Job Description

  • REPORTS TO:     GENERAL MANAGER
  • JOB LOCATION:    ACCRA

Job Purpose:     

  • Develop robust and dynamic software applications, infrastructural and data management systems to track/monitor service delivery to meet MIGL business mandate and revenue generation. Perform general troubleshooting, debugging and lead development of NaWaBin software applications.

Key Responsibilities:

Strategy & Policy Development

  • Develop strategy/business plan for the IT Department as input into the overall Corporate Strategy.
  • Develop policies, standard operating procedures (SOPs), work plan, operating manuals and other support systems including monitoring mechanisms in managing the IT Department to achieve targeted objectives.
  • Develop IT governance mechanisms, standards and risk management processes and monitor their implementation to ensure maximum protection of IT systems and operations.
  • Develop deployment standards for all IT products and services and monitor adherence to these standards, industry best practices and technologies.
  • Develop and maintain comprehensive and effective system of Revenue Assurance (RA) controls and recording mechanisms and make full use of the available resources as appropriate.

IT Infrastructure & Data Management

  • Provide technical advice in the development of Enterprise Architecture function for incorporation and implementation into the company’s IT Architectural framework/systems.
  • Develop functional requirements and technical specifications to support the acquisition/purchasing of hardware and other peripherals to meet current and future IT needs.
  • Lead and direct a Team of experts in the design, development and execution of effective and timely enterprise-wide disaster recovery and business continuity plans for MIGL.
  • Oversight responsibility for network and server security (i.e. to actively review, monitor and improve network infrastructure security).
  • Oversee the installation, configuration, maintenance and upgrades of hardware, software (i.e. PCs, laptops, Printers, Scanners, servers, operating systems, telephones, etc.) and other peripherals in an efficient and effective manner to facilitate business operations.
  • Responsible for the overall management and usage of software, hardware, data and voice communication resources of the Company.
  • Coordinate and supervise ongoing performance tuning hardware upgrades and resource optimization as required.
  • Provide technical advice in the development of an integrated and comprehensive database/information system for managing MIGL’s service delivery activities for existing/ prospective clients.
  • Manage the day-to-day tactical network, security systems and operations for LAN/WAN, telecommunications, and cloud systems;
  • Liaise with Operations Departments to deliver robust and dynamic database/tracking management solutions to track and monitor operations of service providers on NaWaBin’s platform to meet operational requirement.
  • Oversight responsibility for monitoring approved tracking devices to ensure high level performance with excellent service availability, reliability and maintainability.
  • Manage and monitor data management and reporting systems on all operations as well as support other Departments in their data management/reporting systems.
  • Design and implement security safeguards to ensure compliance with access control to all databases.

Software Design & Development

  • Responsible for developing new programs and conduct verification/resistant test on programs to develop needed changes to assure quality service delivery and cost effective operations.
  • Assess/examine new programs to ensure accuracy and correctness in judgment and language rules to support operations.
  • Responsible for the design, development and management of multiple, large and complex applications to satisfy NaWaBin’s diverse client base.
  • Oversight responsibility for the development of written documentation/language codes to support software applications and operations.
  • Conduct research/studies into new software technologies, tools and methodologies to create and deploy innovations to improve on operations/support client needs, delivery efficiencies and revenue generation.
  • Lead in product advancement, continuous modifications and active enforcement of Software Development and architectural standards to ensure that NaWaBin becomes the market leader in waste management service delivery.

Business Products

  • Liaise extensively with internal clients;
  • Analyze existing systems and business model towards optimization of software/hardware system;
  • Translate client requirements into highly specified project briefs;
  • Identify options for potential solutions and assessing them for both technical and business suitability;
  • Conduct requirements analysis and prepare specific proposals for modified or replacement systems;
  • Develop solutions and related products;
  • Produce project feasibility and costings report;
  • Work closely with colleagues, developers, testers and a variety of end users to ensure technical compatibility and user satisfaction;
  • Ensure that budgets are adhered to and deadlines met;
  • Train end-users when products undergo changes, upgrades or modifications.

Monitoring Standards

  • Provide leadership and technical expertise in technology related investigations and recommend corrective actions for prompt resolution to facilitate the operations of the Company.
  • Test and monitor network/server performance and provide performance statistics/reports to support the development of strategies for maintaining network/IT infrastructure to satisfy changing client needs.
  • Lead and direct quality control audits to ensure accuracy and completeness of data.
  • Monitor to ensure that the Company is protected against IT intrusion and other attacks e.g. illegal database updates, viruses, etc.

Stakeholder Relations & Management

  • Establish and maintain professional relationship with Service Providers, Vendors and other stakeholders to facilitate the operations.

Financial Management

  • Prepare the annual operating budget for the IT Department and monitor its implementation to ensure compliance.
  • Assess and communicate risks associated with technology-related investments and purchases.
  • Participate in IT Tender, Evaluation, Testing, Installation and Acceptance.
  • Coordinate all internal and external audit programmes at the Department and follow-up to ensure that audit queries are handled expeditiously.

Information & Reporting

  • Stay abreast with legislations, rules/regulations, emerging developments and international best practices in IT management.
  • Prepare monthly, quarterly and annual performance reports on IT operations for Management decision making.

Employee Performance & Development

  • Maintain a professional IT staff with sufficient knowledge, skills, competencies, experience and professional certification to meet the requirements of the Company.
  • Hold direct reports accountable for managing their assignments to ensure the Department’s goals are achieved.
  • Conduct performance appraisal and provide input for career development and recommend performance incentives for subordinate staff.
  • Identify training needs and facilitate training for subordinate staff.

Required Skills or Experience

  • Master’s degree or its equivalent professional qualification in Management Information Systems, Computer Science, Business Information Systems or related field with concentration in .Net and C# programming with 5 years’ experience (preferred).
  • Seven (7) years relevant working experience with at least 3 years in managerial position.
  • Must be a member of a recognized professional body in IT.
  • Appropriate certificates in .Net and C# programming with at least 7 years’ experience
  • Professional certifications such as (CCNA, MCITP, ITIL, and ISACA CISA) will be an advantage.
  • Proficient in Virtualization Technologies (VMW are, Hyper-V) and cloud technologies

Required Competencies

  • Sound decision making based on thorough analysis.
  • Good managerial, coaching and interpersonal skills in a "team" setting.
  • Candidate must have a very good working knowledge of .Net and C#,
  • Competent with MS SQL Server, especially in making complex queries,
  • Development/deployment of Web based and Windows based application using .Net with C#
  • Can create web service integration with applications.
  • In-depth technical knowledge and understanding of network and PC operating systems, including UNIX operating system.
  • Excellent programmer with skills in software application development
  • Excellent understanding of security standards.
  • Proven technical knowledge and understanding of current network hardware, protocols and standards.
  • Extensive knowledge of data processing and electronic messaging.
  • Proven knowledge and understanding in data monitoring and quality assurance.
  • Proven ability to produce top quality written specifications and strategy and implementation communication.
  • Well-developed strategic orientation with competitive awareness and benchmarking.
  • Must be abreast with IT trends/developments.
  • Strong negotiation and conflict management skills.
