Job Description

  • REPORTS TO:     GENERAL MANAGER
  • JOB LOCATION:    ACCRA

Job Purpose:     

Design and implement approved monitoring and evaluation (M&E) systems, policies/procedures to track progress, evaluate performance and assess impact of activities of staff and the company.

Key Responsibilities:

  • Ensure and monitor the implementation of approved policies, Standards Operating Procedures (SOPs), work plan and other support systems in managing the M&E Department.
  • Collate and analyse data on performance, service delivery, business operating systems and all other activities to ensure accountability and efficiency in company affairs
  • Ensure targets are measurable, result driven and aligned with the approved corporate strategy.
  • Implement approved performance measurement system (criteria) to ensure compliance with principles/guidelines.
  • Review the performance of existing management information systems to help identify potential modifications or resources.
  • Develop M&E framework to monitor and assess operational activities of functional departments/units.
  • Conduct research to identify and develop key performance indicators and parameters for the development of M&E format/template for performance reporting.
  • Monitor the operations of functional areas to ensure transparency and accountability in their activities/operations and submit findings to the General Manager.
  • Collate data/information for the review of progress reports against approved planned targets of departments/units performances.
  • Visit operational areas to monitor/evaluate operational performance and submit report to General Manager.
  • Provide support in educating the various internal stakeholders on MIGL performance measurement standards.
  • Maintain professional relationship with staff and other stakeholders to facilitate/enhance the operations of the Monitoring and Evaluation Department.
  • Stay abreast with new/emerging developments and international best practices in M&E practices and the operations of the waste management industry.
  • Review operational performance reports from departments/units and submit findings to General Manager.
  • Prepare routine/periodic performance/impact assessment reports and submit to General Manager.

Required Skills or Experience

  • Minimum Master’s degree in Statistics, Mathematics, Monitoring and Evaluation or any related field.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Five (5) years relevant working experience in related role.

Required Competencies

  • Good knowledge in the use of Microsoft Word, PowerPoint, Excel and internet and other M&E software and tools and quantitative analysis.
  • Good technical knowledge/understanding in monitoring & evaluation activities.
  • Ability to design M&E tools, survey, surveillance systems, and evaluations
  • Ability to act with sensitivity and discretion while working with highly confidential information.
  • Good knowledge/understanding in designing and/or implementing data collection and data management systems.
  • Ability to translate data into accessible reports for diverse audiences.
  • Good research and analytical skills.
  • Excellent communication, interpersonal and presentation skills.
  • Good planning and organizing skills.
  • Ability to maintain professional relationships with internal and external stakeholders and work effectively with all categories of employees.
  • Ability to work in a fast paced and often pressured environment.
