Job Description

A reputable oil and Gas company based in Accra & Takoradi has vacancy for the position of a CONTRACT ADVISOR.

JOB PURPOSE & RESPONSIBILITIES

  • Supporting a Senior Contracts Advisor or stand-alone responsibility for a number of C&P activities so as to ensure the Business Unit meets its objectives through the execution of agreed procurement strategies. To assist in the composition of Contracting Strategies and the issue of major Contract invitations to tender, the objective bid evaluation, contract negotiation, preparation and award of the final contract or Purchase Order either under the direction of a Senior Contracts Advisor or alone.
  • Post award contract management requirements and the reporting of contractor performance management.
  • Development and implementation of Local Content strategy within the Contractor, Supplier or Vendor base having regard to direction given by the SCM and C&P Manager and Contracts Lead.
  • Assists in the development & implementation of C&P strategies
  • Ensures the Company direction of maximising local content and its delivery is clearly implemented in all contracts
  • To liaise and take direction from his or her supervisor and in respect of Local Content the Local Content Development & Strategy
  • Reviews specifications and scope of work and further develops these into a clearly articulated expression of commercial intent.
  • Assists or working alone take control of the development, compilation and conduct of pre-qualification exercises, invitation to tender documentation, tender openings and evaluation of tenders received for major project activity, including detailed analysis of commercial and contractual qualifications, exceptions and deviations. 
  • Ensures governance and compliance obligations are fully addressed and documented
  • Responsible for contractor performance management
  • Addresses associated variations and claims with contractors
  • Provides support to Operations team or contract/budget holder in support of the contract management process, on post-award contractual interpretation and administration matters 
  • Provides regular reports on activities
  • Provides regular reports on activities
  • Attends progress meetings and presents updates as required
  • Responsible for local content requirements in the C&P tender process (strategy formulation, setting of LC questions, evaluation of responses, LC evaluation reports, drafting of LC obligations in the contract and providing feedback to tenderers).
  • Undertakes other duties within his or her capability or qualification level as may be reasonably required

Required Skills or Experience

  • Minimum 5 years evidenced experience.
  • Predominantly contracts formulation and negotiation experience for operations and/or indirect procurement and ideally, but not exclusively, Oil & Gas with substantive exposure to all disciplines and issues within the supply chain. Complete understanding of significant legal and commercial issues within supply chain
  • Oil and gas projects contracting experience, coupled with contracts management activities appropriate to the level of job requirement.
  • Proven experience of negotiating contracts is paramount; with the following academic qualifications being advantageous; preferably to Degree level in a business, engineering or management related subject and CIPS preferred.
