COUNTRY REPRESENTATIVE

COUNTRY REPRESENTATIVE, GHANA AND WEST AFRICA

Location: Accra

Category: Management

Our client a not-for-profit, non-governmental organisation, is seeking to hire a Country Representative to support their operations in Ghana and West Africa.

ROLE PROFILE

The successful candidate will provide for the daily management of the agency and will report directly to the Executive Director (ED) on the basis of overall effectiveness in fulfilling the duties and responsibilities.

Duties/ Responsibilities

Managerial

  • Collaborate closely with the Executive Director to develop mechanisms by which the organisation’s members in US and West Africa, churches and other denominations can jointly participate in developing programs in the Country of Assignment in which there is mutual missions and interest
  • Travel to the organisation’s headquarters in the United States and other areas as requested by the Executive Director (ED) at various times for annual evaluation and work plan/budget review, meetings and other reasons as designated by the ED
  • Act as a focal point for the organisation’s Ghana programs/projects and resource development activities and promotes community development activities in areas serviced by the organisation’s Ghana program
  • Represent the organisation at official functions; initiate, establish and maintain relationships with the development community, Government of Country of Assignment officials at the central and local levels, and other relevant organizations (national and international).
  • Work with the organisation’s international office to promote growth and stability within the agency
  • Works under the supervision and direction of the organisation’s headquarters and manages all correspondence to the organisation’s Project Manager and Operations Officer

Finance and Administration

  • Confer with the Executive Director (ED), Program Manager and Operations Officer to develop financial goals and take the lead in the preparation of the organisation’s Ghana office Annual Budget and work plan
  • Seek donations, contracts and grants from foundations, local government and bilateral program representatives and the donor community
  • Identify existing programs which need funds and prepare documentation for resource development proposals.
  • Develop business plans to generate income from various sources.
  • Undertake online research and build contacts with potential individual donors and raise funds for the activities of the organization.
  • Coordinate the activities of the various administrative and programmatic units within the organization, and maintain effective lines of communication with the organisation’s management and the community of donors and potential partners within the Country of Assignment
  • Direct and promote the organisation’s activities and increase revenues for program and institutional improvements
  • Provide reports to the ED, Program Manager, Operations Officer and others designated by the ED monthly as to the status of the organisation’s; Prepare timely reports in accordance with pre-established organisation’s reporting schedule (i.e., Monthly Activities Report, Quarterly and Annual Administrative, Financial, and Program and Donor Reports)

Human Resource Management

  • Collaborate and consult with the organisation headquarters Program Manager and Operations Officer on hiring of key personnel in the country of assignment; must train/provide training and guidance to staff and volunteers in the country of assignment; making assignments to local staff according to their abilities and responsibilities in the country of assignment
  • Maintain compliance with local laws, regulations and acceptable practice and customs while respecting management standards established by the organisation’s and its donors
  • Responsible for all compliance with all rules, laws, and regulations involving, but not limited to, local registration requirements, employment labor, labor hours, working conditions, payment of wages and payment of taxes, such as unemployment, social security and other payroll taxes required by the country of assignment

Leadership

  • Responsible for keeping the Executive Director (ED) apprised of any situations or conditions in the country of Assignment which could prevent the proper performance of his or her duties, or endanger staff and or clients or beneficiaries of the organisation’s program or reflect negatively on the organization
  • Prepare yearly work plan to be performed with objectives, parameters, and any other information necessary for the effectiveness and successful management of the organisation’s program and activities in the Country of Assignment and submits to the Executive Director (ED) for approval with copies to the Program Manager and Operations Officer
  • Implement projects in the country of assignment in accordance with donor contractual requirements, rules and regulations
  • Coordinate the work of auditors in the country of assignment as required by the organisation’s headquarters

Required Skills or Experience

  • A Master’s Degree or higher degree in international development /management field, technical areas in one of the sectors of development (Health, Agriculture, Economics, etc.) or comparable experience
  • Must have 5 – 8 years’ relevant working experience in directing and supervising professional and clerical staff
  • Must have experience in project design, management and evaluation
  • Evidence of sound judgment, creativity, and organizational skills
  • Experience with a startup organisation is a merit
  • Experience with fundraising is also a merit

Requirement

Key Skills

  • Possess leadership and management skills
  • Good interpersonal and communication skills (both oral and written) with the ability to work with others cooperatively;
  • Must be able to work independently and without supervision
  • Excellent report writing skills
  • Fluency in French and English (Advantage)
  • An understanding of the International donor community funding and contract and grants mechanisms
  • Must be very efficient and highly proactive

Other Information

  • The Country Representative (CR) is an employee of the organisation and will represent the interests of organisation in the management of all the organisation’s activities in the Country of Assignment.
  • The Country Representative (CR) is entitled to other benefits commensurate with local laws and practice such as medical insurance, annual leave, retirement fund, etc.
  • The Country Representative (CR) will be subject to an employee evaluation procedure described in the organisation’s Personnel Manual. The evaluation shall be performed by the Executive Director (ED) each January prior to negotiation of a new Employee Agreement for the following year
