Job Description

Background Information

  • CARE International in Ghana (CARE) is leading a consortium including Action Aid Ghana (AAG), SEND GHANA, and the West Africa Network for Peace-Building in Ghana (WANEP) to implement the Northern Ghana Governance Activity (NGGA) supported by the USAID Ghana Mission. This five-year capacity building intervention covers 28 target MMDAs in the Northern, Upper East and Upper West Regions of Ghana. Each consortium member leads in the design and technical stewardship of a particular project component in which it has proven superior technical expertise. The goal of the project is to ensure strengthened responsive governance for improved agriculture development in Ghana.
  • The activity aims to increase the capacity of Ghana’s decentralized agricultural structures at the regional and district levels, improve accountability and performance efficiency of these decentralized agricultural  structures, build community consensus, and strengthen civil society’s demand for better service delivery in agriculture in partnership with the private sector.  The activity also has the related objective of increasing the capacity of government and civil society actors to effectively mitigate conflicts related to agriculture and natural resource management.
  • The Northern Ghana Governance Activity is directly linked to Objectives 1 and 2 of the USAID/Ghana Country Development and Co-operative Strategy (2013-2017) which are a “Strengthened Responsive, democratic Governance” and “Sustainable and broad Economic Growth”.
  • The consortium employs streamlined, cost effective and evidence-based solutions to respond to the challenges of agricultural productivity in the three northern regions. The work of the consortium would be achieved in collaboration with government Ministries, Departments and Agencies (MDAs) and other collaborators at the national, regional and district levels.

  • Enhanced enabling environment for civil society and private sector actors to more effectively mitigate conflicts related to agriculture and natural resource management in northern Ghana.

Project Result Areas

The project’s strategic emphasis will be achieved through four result areas:

  1. Component 1: strengthened institutional capacity for effective coordination and integration of key actors in decentralized  agricultural development,
  2. Component 2: improved enabling environment for community organizations, CSOs and the private sector to participate in decentralization and agricultural development,
  3. Component 3: Enhanced women’s participation in local governance and increased access to agricultural information and opportunities
  4. Component 4: increased community dialogue and consensus building to prevent conflict and ensure sustainable development in agriculture

Objective and Scope of Assignment

  • SEND GHANA seeks to engage a Consultant to review existing Social Accountability training manuals by consortium members and subsequently use them to conduct training for Civil Society Organizations (CSOs) and private sector actors with the aim of enhancing their capacity to use the tools in demanding accountability from government.

Overall Objective

  • The overall objective is to review the existing Social Accountability training manuals, adapt appropriate modules into a CSO training manual for NGGA and deliver tailored training modules for selected agriculture related CSOs and private sector actors.  The training will cover the following components;
    • Agriculture budget tracking,
    • Gender Budgeting and Monitoring,
    • Community Score Cards and
    • Citizens Report Cards.
  • The training modules will ensure gender sensitivity and responsiveness to citizens’ needs. The modules are intended to provide practical and simple direction on how to use the stated social accountability tools for gathering, analysing and reporting data.
  • The specific objectives will include:
    • To review and adapt existing Social Accountability training manuals and make them simple with relevant contextual case studies on agriculture budget tracking, gender budgeting and monitoring, community score cards and citizens report cards.
    • Consultant to present the revised modules to SEND and NGGA coordinating unit for comments, input approval and finalisation of the document
    • Design and conduct training on the application of these tools with practical demonstrations to  impart knowledge and skills to CSOs and private sector actors for issue-based advocacy. 

Proposed Methodology

The consultant in the performance of this assignment shall do the following:

  1. Upon completion of the recruitment process, the selected candidate or firm shall submit an inception report to SEND-GHANA within 10 working days (2 weeks) of signing a contract. The report will detail initial efforts made, findings, challenges and suggestions on how the assignment should progress.
  2. Conduct needs assessment
  3. The next step will be desk review of existing SA training manuals and other SA literature from consortium partners and beyond. He/she will prepare additional reference materials and handouts as necessary including case studies for a participatory learning process.
  4. Design training programme on the components
  5. As the main method of presentation, the consultant will prepare a power point presentation and group work exercises. This latter will involve breakout sessions for hands-on trial of the knowledge, skills and information gained within
  6. Conduct training on the components  
  7. Submit report of training to SEND-GHANA

Timeframe

The consultant is expected to complete the assignment by the end of March 2017. The Table below outlines proposed tasks for the completion of the assignment.

Reporting

  • The consultant will report to the Country Director of SEND GHANA on all issues related to the Consultancy.

Required Skills or Experience

  • University degree in Social Sciences  or other relevant discipline;
  • Advance degree is an asset
  • Experience in designing and developing training manuals for adult learning to finalised status
  • Proven experience in design and use of Social Accountability tools
  • Practical knowledge working with CSOs
  • Proven experience in writing training manuals and reports
  • Have facilitation and training (capacity building) skills and track record
