Job Description

  • Location: Accra
  • Position: Head, Network Planning
  • Reports to: Chief Technical Officer

Job Summary
Develop and drive a network planning and design strategy, in line with corporate strategy. Manage the planning of NSS, BSS (including multiple RANs), DXX and Transmission network at a national level so as to achieve a network which:

  • Meets the technical business plan requirements
  • Ensures an integrated Network plan
  • Provides hands on leadership in the technical arena
  • Ensures all NEs in all disciplines fulfil the business capacity requirements
  • Ensures headroom on key elements
  • Matches competitors in coverage
  • Integrates with the current and future national networks in Ghana
  • Meets the pre-determined quality targets within budget
  • Prepare strategies for future technologies and regulatory developments within the NSS, BSS, and TXMN domain.

Job Role

  • Constantly engage and align network planning processes with Network Operations to ensure network performance targets are achieved.
  • Interface with IS, Marketing, Customer Care & Sales to ensure that developments in the Network area are synchronised with other business unit plans.
  • Lead in aligning NSS, BSS and TXMN planning with NW Service Delivery and Operations requirements.
  • Ensure that the network consistently delivers on customer expectations regarding network quality, coverage and capacity.
  • Responsible for developing and enhancing a network optimization plan.
  • Responsible for dimensioning network elements based on network design.
  • Maintain an understanding of other (non-GSM) technologies to ensure that appropriate strategies are implemented timeously.
  • Responsible for Network Radio quality, NSS and BSS capacity, TXMN capacity.
  • Monitor international trends and business best practice in relation to all aspects of NSS, BSS, TXMN technology & planning techniques.
  • Consistently remain abreast with multi-vendor technical roadmap developments
  • Oversee the establishment and maintenance of relationships with strategic partners.
  • Manage the adherence to corporate policy and procedures within the department.
  • Manage the compilation of monthly departmental reports, monitoring key KPI and set objectives.
  • Responsible for the management of Network Planning related CAPEX.
  • Provide expert technical advice to the Legal & Regulatory Dept.
  • Manage the planning of Network capacity needs and ensure a fully integrated Network plan.
  • Liaise with Supply Chain in the management of tenders and contracts within a multi-vendor environment.
  • Ensure vendors build and comply with network plan.
  • Oversee the verification of architecture design.
  • Oversee the balancing of market demands with technical capacity.
  • Liaise with regional resource regarding regional staff issues.

Required Skills or Experience

  • A minimum of a first degree in Electrical/Electronic Engineering or in a related field; A postgraduate degree would be an added advantage.
  • 8+ years’ experience in Network Planning & Optimisation with at least 5 years in a seniormanagement level
  • Experience in managing a diverse technical team on a management level and interfacing andnegotiating with multiple operators and vendors.
  • Experience in Financial budget planning and expenditure control and contract negotiations

Competencies

  • Have a good knowledge of all aspects of NSS, BSS, Radio,TXMN Network Planning andDesign
  • Good knowledge of GSM system engineering
  • Understanding of wider trends in the international and local telecoms industry
  • Understanding of the regulatory and competitive structure of the industry
  • Understanding of Project Management principles.
