Tetra Tech ARD (www.tetratechintdev.com) is currently accepting expressions of interest from qualified candidates for the active West Africa Biodiversity and Climate Change (WA BiCC) programme. This is a five-year USAID-funded programme whose goal is to improve conservation and climate-resilient, low emission growth across West Africa.

West Africa Biodiversity and Climate Change Programme (WA BiCC) is funded by USAID West Africa and implemented by Tetra Tech ARD. The Program seeks to engage a Grant and Subcontract Manager who will oversee the administrative implementation of the project's Grants under Contract (GUC) and Subcontract activities under the supervision of the Deputy Chief of Party (DCOP) for Operations and in collaboration with the Project's technical team, to ensure full compliance with USAID regulations and Tetra Tech ARD procedures and policies. The Grant and Subcontract Manager supervises a team of 2 Grant Specialists and builds the capacity of staff and grantees in grant/subcontract management and compliance.

Job Summary:
The Finance and Operations Manager is responsible for managing the overall financial systems, operations, human resources and general administration for the WA-BICC offices in Accra, Freetown, and the satellite offices. In addition, s/he manages subcontracts and oversees the grants process and supervises all administration staff.

Main Responsibilities include:

  • Overseeing the Finances, Human Resources, and General Administration of the Accra, Freetown, and satellite offices to ensure implementation is in accordance with USAID rules and regulations and Tetra Tech ARD policies and best practices;
  • Directly responsible for managing all Subcontracts issued under the Programme contract; managing the Subcontract and overseeing the grants process to ensure: competitive procurement, correct contracting mechanisms are used, compliance with USAID regulations, and implementation is in accordance with the contract;
  • Drafting and updating the project operational budget. Leading the process to disaggregate budget by technical and regional area. Tracking expenditures and complete budget projections;
  • Maintaining Project accounting system that is in compliance with USAID and Tetra Tech ARD requirements and regulations;

Required Skills or Experience

  • University degree in Accounting, Finance or similar field (relevant experience and another university degree may substitute for the degrees mentioned).
  • Minimum of 10 years' experience in an equivalent position.
  • Experience and proficiency in QuickBooks is required.
  • Experience working in a similar position for an NGO or an international organisation is required.
  • Knowledge of OMB circular A-122 is desired.
