Division and Project Overview
The USAID Systems for Health Project (July 2014–June 2019) is working with the Ghana Health Service to strengthen its efforts to reduce preventable child and maternal deaths, reduce unmet need for family planning, reduce childhood mortality and morbidity from malaria, and improve nutritional status for children under five and pregnant women. We are working to strengthen vital health system building blocks while promoting CHPS (community-based health planning and services), strategic behavior change communication, and targeted demand generation to maximize service delivery coverage.

University Research Co., LLC (URC) and its partners share the vision that, by 2019, Ghana’s health system will be sufficiently robust that the Government of Ghana (GOG) and its health workforce, in partnership with the communities they serve, will be able to sustain equitable access to, demand for, and use of high-quality, high-impact health services with reduced external support, especially in the five regions targeted by Systems for Health: Greater Accra, Central, Western, Volta and Northern. Systems for Health’s support for CHPS includes construction and renovation of CHPS compounds and other health facilities in the Northern and Volta Regions.

The USAID/Systems for Health Project is hiring an experienced Construction Engineer in the Volta region.  The position sits in the Construction Department.  The incumbent will work closely with, and under the supervision of the Senior Construction Engineer to provide support for construction and renovation activities in the Volta region.

Roles and Responsibilities
The Volta Regional Construction Engineer will be responsible for the following:

  • Provide administrative support for the bid solicitation process for new construction and renovation contracts
  • Support administration of new construction and renovation contracts, including preparation of documentation for finalizing contract payments, and or reviewing of payment certificates received from contractors to reflect actual work done and coordination with HQ contracts and program support team
  • Organize site monitoring visits, scheduling logistics and coordinating with the program management team
  • Ensure that all relevant stakeholders including the Communities, District Assemblies and GHS, etc. understand and comply with the requirements of URC land documentation and processes.
  • Ensure delivery of all required land and environmental documentation from communities
  • Represent construction team in meetings with community leaders, community health management committees, and other community engagement activities
  • Develop and review drawings, plans and measurements for renovation works to be contracted
  • Work with HQ engineering team, consultants, and Contractors to meet URC construction and renovation requirements
  • Oversee works carried out by Contractors to ensure that they meet quality specifications and are carried out within the required time frames, including regular interface with construction management consultant and their Clerk of Work during active construction
  • Track progress on all new construction and renovation projects; produce weekly reports on regional construction activities.

Required Skills or Experience

  • Education: Advanced degree in Civil Engineering or related field.
  • Prior Work Experience:  A minimum of 10 years of professional experience in Civil/Construction Engineering, as well as experience designing and/or supervising infrastructure and/or building projects, particularly in the healthcare or medical sector.  Experience in project management, construction management, tendering and engineering contracting, knowledge and experience in financial planning/budgeting and monitoring and evaluation.  Prior experience with managing donor-assisted development programs in the area of design of buildings, bidding and construction supervision policies.  Prior experience in the areas of renovation or construction of health facilities in general.  Relevant professional experience in project development with governmental agencies, private sector, international donors, or non-governmental organizations (NGOs) is an added advantage.  Experience working with USAID or other USG-funded projects is also an added advantage.
  • Job knowledge: Thorough knowledge of rules and regulations governing facility renovation, maintenance and acquisition rules. Demonstrated specialized knowledge of engineering design, renovation and construction standards for health facilities, competitive procurement procedures for commodities and services, and project/program management principles and practices.
  • Language Proficiency:  Excellent oral and written communication skills in English.

  • Ability to analyze, conceptualize, negotiate, exercise sound judgement, originate ideas and develop creative solutions
  • Ability to manage a variety of tasks simultaneously, work collaboratively as part of a team and interact effectively with people from different cultures and backgrounds
  • Proficiency with MS Office Suite, with excellent MS Word and Excel skills and AutoCAD
