Introduction
This request for expression of interest follows the general procurement notice for the Ghana Social Opportunities Project that appeared in the 18th and 20th November 2010 editions of the Daily Graphic and Ghanaian Times respectively, the UN Development Business and dgMarket.

The government of Ghana through the Ministry of Gender, Children and Social Protection (MoGCSP) and the Ministry of Local Government and Rural Development (MLGRD) is implementing the US$138.6 million World Bank funded Ghana Social Opportunities Project (GSOP). This has been aligned with the nation's effort to implement its National Social Protection Strategy (NSPS) which was developed in 2007. GSOP has the following sub components:

  • Social Protection Policy and Systems Strengthening;
  • LIPW implementation and Capacity Building;
  • LEAP implementation and Capacity Building and
  • Project Management and Coordination

Effective and efficient coordination in planning, targeting and implementation is a critical component of the NSPS. The implementation duration of the project is 2010-2018. Whilst the Ministry of Local Government and Rural Development (MLGRD) is responsible for the Public Works component, the Ministry of Gender, Children and Social Protection (MoGCSP) is responsible for the Cash Transfer programme-LEAP, GNHR and other activities related to strengthening SP delivery.

Job Description

Background and Objectives of the Assignments

The Directorate of Social Protection as mandated by the Ministry of Gender, Children and Social Protection, is to ensure effective and efficient design, implementation and coordination of all Social Protection Interventions being implemented by the various Departments, Agencies and civil society, which are geared towards the promotion of social inclusion and the reduction of poverty and vulnerability.

This is done through the provision of sustainable mechanisms / interventions, among others, that help households and individuals confront risks and adversity (including emergencies) and ensure a minimum standard of dignity and well-being throughout the life-cycle.

The Programme Officer for the Coordination and Development of Social Programs will streamline and enhance coordination at national level, the implementation of social protection programs, and monitor their proper implementation observing the criteria of efficiency, effectiveness and accountability.

Key Responsibilities
The Officer will be responsible for:

  • Estimate on an annual basis the coverage and costs of different social protection programs
  • Develop technical proposals to promote the efficient implementation of operational processes between SP Programmes tended to reduce duplication and maximize the use of resources.
  • Validate and publicize the procedures for accessing social protection programmes.
  • Provide technical assistance and capacity building to the management teams of social protection programs.
  • Promote the coordination of the social protection programmes with initiatives undertaken by non-governmental organizations and the private sector to complement activities and establish lines of joint actions.
  • Define, develop and make public the methodologies and tools required for the proper design and implementation of social protection programmes.
  • Coordinate the methodology for identifying the beneficiaries of the different social protection programs.
  • Coordinate the appropriate follow ups and relevant linkages of beneficiaries to complimentary and productive inclusion services.

Duration of Assignments

  • The Contracts will last for nine (9) months - September 1,2017 - May 31, 2018.

Required Skills or Experience

  • A Masters degree in Social Sciences or Project Management or any other related field is required for this assignment.
  • Candidates should have a minimum of 5 years of experience in programme development and implementation and preferred are candidates with managerial experience.
  • Ability to recognize problems or situations that are new or without clear precedent. Evaluates alternatives and finds solutions using a systematic, multi-step approach.     .
  • Capacity to pro-actively engage present and future stakeholders in design, priority setting, and implementation. Build coalitions among the various stakeholders; negotiates authority to move programs forward.
  • Ability to consult and provides advice, facilitate discussion and resolve conflict; establish trust; build and uses cross-functional roles.
  • Proficiency in computer application; word processing, spreadsheet, database, presentation packages and Internet applications is required.
