Job Description

REQUEST FOR PROPOSALS, ENFORCEMENT MANAGEMENT TRAINING SERIES FOR ENVIRONMENTAL HEALTH AND SANITATION DEPARTMENT IN KMA
 
BACKGROUND
Water & Sanitation for the Urban Poor (WSUP) in collaboration with Kumasi Metropolitan Assembly (KMA) is implementing a 5 year Compound Sanitation (CS) Strategy to ensure the provision of compound/household toilets to residents within low income communities in the Kumasi Metropolis. As part of the implementation plan of the strategy, and in conformity with the strategy’s principle of “EHSD champions in the making”, comprehensive enforcement of sanitation byelaws and further enhancement of the enforcement performance of Environmental Health Officers is required. 
 
In view of this, series of enforcement management training have been held for EHOs in KMA. An implementation of the strategy has identified gaps in the enforcement management and has revealed the need in ensuring block by block enforcement. There is therefore the need for a refresher training to address identified gaps in the enforcement management process. Additionally, community based organisations (CBOs) have emerged as key promotional support for the activities of environmental health officers at the community level. It is imperative therefore to establish an appropriate and effective mechanism for the involvement of CBOs to support EHOs within communities to ensure compliance. 
 
The service of a consultant is therefore sought to ensure the delivery of refresher enforcement management training workshop series for Environmental Health Officers (EHOs) in Kumasi and training of selected CBOs in Kumasi.
 
OBJECTIVES
The Overall objective of this assignment is to design, facilitate and deliver an enforcement workshop series for EHOs and conduct training for CBOs.
 
2.1Specific Objectives
  • Review available enforcement management training documents.
  • Facilitate the delivery of enforcement and prosecutions training. 
  • Develop training manual for CBOs and conduct training for CBOs
  • Undertake effective enforcement management training.
  • Conduct overall post training evaluation 
3. SCOPE OF ASSIGNMENT
The scope of the assignment is detailed in the tasks below;
3.1  - Task 1: Review Training Manuals and Documents (5days)
3.2  - Task 2: Deliver Enforcement management Training Series (5 days)
3.3  - Task 3: Deliver Prosecution Retraining (5days)
3.4  - Task 4: Undertake needs assessment of CBOs (8 days)
3.5  - Task 5: Develop Training Manual for CBOs (10 days)
3.6  - Task 6: Deliver CBO Training (5 days)
3.7  - Task 7: Field Support and Prosecution Coaching (20 days)
3.8  - Task 8: Post Training Evaluation (10 days)

Required Skills or Experience

CONSULTANT PROFILE
The consultant should display the following profile:
  1. Team Leader
  2. One legal practitioner
  3. Community development specialist
  4. Any other team member
The team leader shall possess at least a bachelor’s degree in Public health or related fields and shall have enough experience in sanitation/environmental enforcement training.
