PPAG, a leading provider of Sexual and Reproductive Health and Rights (SRHR) education, information, and services in Ghana, in close collaboration with OXFAM, hereby invites result-oriented and committed persons to apply for the following vacant position to be filled in the Association.

Job Description

PPAG is seeking a result –oriented, committed and qualified person for the position of Director of Finance and Administration.

Position:  Director Of Finance And Administration             
Location:   PPAG Head Office, Accra
Report To:   Executive Director (ED)

Job Purpose:

 

  • To provide and promote sound financial advice and sound financial management service to the Member Association (MA); act as the leading interface between management and the Council on financial issues and safeguard the assets of the Association.
  • Responsible for preparing consolidated budgets and controlling expenditure through implementation of financial systems that meets statutory and donors reporting requirements.

Key Responsibilities:

  • Prepare financial management reports against business plan and budget as required
  • Analyze and present financial reports in an accurate and timely manner; clearly communicates monthly and annual financial statements and collate financial reporting materials for all donor segments.
  • Oversee all financial, project/ programme and grants accounting issues
  • Update and implement all necessary business policies and accounting practices, department’s overall policy and procedure manual
  • Effectively communicate and present the critical financial matters to the Board.
  • Oversee and lead annual budgeting and planning (APB) process in conjunction with the Executive Director and Director of Programmes.
  • Monitor progress and changes in financial issues and keep senior management team abreast of MA’s financial status
  • Coordinate and lead the annual audit processes; liaise with the external auditors and the finance committee of the Council and assess and advice any changes necessary
  • Oversee the maintenance of the Assets Register which should include all relevant details.
  • Prepare yearly payroll reconciliations and payroll taxes summaries and support all other employer payroll related requirements.
  • Oversee all procurement by the Association, ensuring full compliance with the procurement policy and procedures
  • Ensure that all government and legal requirements are complied with.
  • Manage the Association’s property/assets and ensure leases, security arrangements and insurances are in place.
  • Ensure that all Finance and Administration Staff receive an appropriate orientation to the office management processes and procedures, in collaboration with the HRM Unit
  • Provide leadership in the implementation of financial policies and procedures for the organization.
  •  Manage the financial resources of the organization through preparing financial forecasts, plans, consolidated budgets and activity budgets
  •  Control actual expenditure against planned budgets and forecasts
  •  Ensure timely and accurate reporting of management accounts and reports to Management on monthly, quarterly and annual basis.
  •  Ensure adequate internal financial controls to safeguard the assets of the organization.
  •  Facilitate the internal and external audit processes
  •  Monitor the investments portfolio of the MA and provide information to Council and management on the best investment opportunities. 
  •  Provide continuous staff development and mentorship for finance staff.

Required Skills or Experience

  • A minimum of Masters’ degree in Business Administration/Commerce or any other business related degree and ACCA/CA/CIMA
  • At least 5-10 years of overall professional experience; ideally 3+ years demonstrable broad financial and operations management experience in a senior or similar position.
  • Experience in all financial analysis, reporting and audit coordination for an organization.

The Person Must:

  • Have the ability to translate financial concepts  and effectively collaborate with programmatic and resource mobilization colleagues who do not necessarily have finance background
  • Have a track record in grants management and have good negotiation skills.
  • Be a technology savvy with experience in selecting and overseeing software installations, managing relationship with software vendors and have knowledge of accounting and reporting software (ACCPAC and others) as well as Microsoft office applications.
  • Have a commitment attitude to training programmes and maximize individual and organization goals across the Association.
  • Have a successful track record in setting priorities, keen analytic, organization and problem solving skills which support and enable sound decision-making
  • Have excellent communication and relationship building skills with an ability to prioritize, be responsive and work with a variety of internal and external stakeholders
  • Be a multi-tasker with the ability to wear many hats in a fast-paced environment
  • Have personal qualities of integrity, credibility and dedication to the mission and vision of the Association.
  • Have excellent human relations skills and be youth friendly.
  • Must be able to work in a team, for long hours and under pressure and meet strict deadlines
  • A knowledge in current SRH and population issues will be an added advantage
