The improvement of learning outcomes in Ghana is one of the key priorities for many education stakeholders including IPA. IPA, as a research and policy organization, is committed to conducting varied evaluations aimed at testing interventions that work to improve learner outcomes and school management systems. As a result, IPA, working in partnership with GES and UNICEF, aims at conducting a follow-on study – Strengthening Teacher Accountabilities to Reach All Students (STARS) Intervention – which builds on the earlier intervention undertaken by the Ghana Education Service with IPA called the Teacher Community Assistance Initiative (TCAI).
As part of this partnership, IPA will provide technical support in the design of the proposed intervention and conduct a Randomized Control Trail based on agreed parameters. The study’s interventions will be implemented in collaboration with MoE/GES and other partners which will require significant stakeholder and partner engagement activities in the education sector.
Scope of Work
IPA Ghana seeks the services of a consultant who will coordinate the implementation activities of the STARS intervention. The proposed services involve engaging key partners and stakeholders, assembling a resource development team and coordinating with government partners (National Teaching Council, National Inspectorate Board, the National Council for Curriculum and Assessment and the Basic Education Division of GES) to develop appropriate materials for the intervention.
The consultant will coordinate the preparatory phase of the design of the STARS intervention by providing technical support to review the development of materials to be developed for the project. The role involves significant supervision of implementation activities and policy engagements with the current partners of the project, research findings disseminations and the promotion of IPA’s brand and visibility in the education sector.
This position will be based in Accra, Greater Accra Region, and will involve some travel to various regions of Ghana during the preparatory phase of the project.

The consultant will be responsible for the coordination of all activities as set out in the project gannt sheet including the work of the technical expert. The consultant will work with the technical expert and other partners and be responsible for the delivering the following outputs:
Duration: The consultant should be able to commit 60% – 100% of staff time over a 3 – 4 months period spanning August to November 2017.
