Job Description

Proposal Summary
MSI is preparing to bid on the USAID/West Africa’s Peace through Learning, Evaluation, and Adapting Activity. The project will strengthen USAID/West Africa’s effectiveness implementing its projects; coordinating its activities; learning from its experiences; and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa region.

Position Summary
MSI is seeking a long-term Monitoring, Evaluation & Learning (ME&L) Specialist. S/he will report to the Chief of Party and will be responsible for coordinating and managing the project’s monitoring, evaluation, research and learning activities. This role will work in concert with the CVE Specialist to measure the effectiveness and sustainability of USAID/West Africa’s CVE and peace promotion activities. S/he will also work with USAID/West Africa’s implementing partners for CVE and peace promotion activities. This position is based in Accra, Ghana with travel to Chad, Niger, Burkina Faso and possibly other countries.

Responsibilities:

  • Provide ME&L technical assistance and support to the USAID/West Africa Mission by supporting the design and management of evaluations and analyses to inform evidence-based decision-making and interagency understanding of regional peace and governance efforts.
  • Ensure that USAID Implementing Partner (IP) MEL strategies align with good practice with respect to monitoring peace programs and CVE interventions.
  • Support the dissemination of research and evaluation findings through learning platforms, events, communities of practice, etc. 
  • Conduct field visits throughout the region to consult with CVE project stakeholders and implementers, network with country experts, field test evaluation instruments, participate in enumerator training, and conduct quality control as necessary.
  • Review qualitative and quantitative data collection instruments.
  • Supervise and/or lead data quality assessments.
  • Supervise and/or lead the analysis of performance data.
  • Supervise and/or lead performance evaluations and other research activities, including the supervision of subcontractors and short-term technical assistance.
  • Assist with data aggregation and analysis as required.

Required Skills or Experience

  • Master’s Degree in monitoring and evaluation (M&E) or a related field.
  • Demonstrated experience leading and/or managing ME&L activities for donor-funded activities in West Africa, preferably on CVE and peace promotion activities.
  • Demonstrated experience in overseeing a monitoring, evaluation and learning systems of broadly comparable scale and scope to that required for PELA, with experience on regional programs strongly preferred.
  • Experience with spatial analysis, including the use of geographic information systems preferred.  
  • Proficiency in MS Excel required, proficiency in other data analysis software strongly preferred.
  • Experience implementing research activities and publishing findings in peer-reviewed journals beneficial.
  • Experience with data visualization products and software is strongly desired.
  • Strong communication skills in English and French.
