Proposal Summary: 

MSI is preparing to bid on the USAID/West Africa’s Peace through Learning, Evaluation, and Adapting Activity. The project will strengthen USAID/West Africa’s effectiveness implementing its projects; coordinating its activities; learning from its experiences; and serving as an information, communication, and thought-leader regarding peace promotion and countering violent extremism (CVE) in the West Africa region.

Position Summary:

MSI is seeking a long-term Countering Violent Extremism (CVE) Specialist. This specialist will serve as the subject matter expert on the project’s evaluations, assessments, and other studies, and will support USAID/West Africa’s regional CVE and peace learning objectives. This position is based in Accra, Ghana with travel to Chad, Niger, Burkina Faso and possibly other countries.

Responsibilities:

  • Work closely with USAID/West Africa’s CVE projects to promote learning and knowledge sharing across the portfolio and the interagency: capture and disseminate best practices, support regional practitioner events, support “pause and reflect sessions” with partners and beneficiaries, and disseminate findings from pilot activities.
  • Review and comment on evaluation and assessment scopes of work, and assist M&E personnel as needed in the development of M&E tools and approaches. 
  • Provide advice, recommendations and inputs on specific instruments related to their regional appropriateness and for measuring CVE drivers.
  • Conduct field visits throughout the region to consult with CVE project stakeholders and implementers, network with country experts, and support local or regional learning events.

Required Skills or Experience

  • Master’s degree in related field. Focus on violent extremism, religious terrorism, or related area preferred.
  • Demonstrated expertise in CVE programming focused on systems-level investments at the community, cross-border, and regional levels, as well as targeted community-level programming.
  • Experience in West Africa required, with experience in Burkina Faso, Cameroon, Chad and/or Niger preferred.
  • Experience working or consulting for U.S. Government clients beneficial.
  • Strong research and analytic skills, including knowledge of qualitative and quantitative methods.
  • Availability to conduct short-term travel within the region.
  • Strong communication skills in English and French.
