  • Position Title:    Education and Vocational Training Specialist, Project to Mobilize Community Action and Youth Employment (MOCA-Youth Project) in Ghana’s Cocoa Growing Communities Program

Position Summary:
The Education and Vocational Training Specialist will provide leadership in the implementation of the technical aspects of vocational training and education interventions for the Project to Mobilize Community Action and Youth Employment (MOCA-Youth Project) in Ghana’s Cocoa Growing Communities. Leading interventions to increase access to quality education and vocational training for youth ages 15-17 years as well as working with key government agencies and service providers to improve the quality and relevancy of education and vocational training are key components of this position. Additionally, S/he will be responsible for demonstrating an understanding and experience with the special educational needs of youth, 15-17 years old, removed from hazardous working conditions and are provided with alternative education or vocational training services. Position is contingent upon continued donor funding.

Essential Responsibilities:
The Education and Vocational Training Specialist will oversee the implementation of the program’s education and vocational training activities. Specific responsibilities include but are not limited to:

  • Ensure the mapping of existing vocational training opportunities and market assessment findings conducted by OIC are incorporated into technical design and implementation of vocational training for youth 15 – 17 years.
  • Adapt and develop education and vocational training curricula in collaboration with government collaborative partners ensuring that curricula directly link to market needs identified in the market assessment and gaps in existing training offered by vocational training institutions.
  • Develop vocational training and/or education interventions and the technical aspects related to corresponding project strategy, including youth pre-and post assessment, youth orientation, Community based Vocational and Educational Training (CVET).
  • Liaise with government agencies such as Technical Vocational Educational Training (TVET) institutes and NBSSI to support youth 15-17 with relevant, market-driven training.
  • Develop community driven process for identifying and enrolling youth in MOCA education and vocational training activities documenting a clear, transparent method for how youth beneficiaries are selected, enrolled in vocational training options, and monitored.
  • Participate in community mobilization to develop Community Actions Plans (CAP) to address child labor and to provide safe training and work opportunities for youth.
  • Promote district level government action to prevent child labor and improve education alternatives for youth and vulnerable youth aged 15-17.
  • Supervise 2 Local Coordinators who manage youth education, vocational training and livelihoods activities such as Model Farm Schools, Community based Vocational Education and Training and other CAP activities with an education/vocational training focus across 2 MOCA target regions.
  • Closely plan and coordinate implementation of youth vocational training activities with Livelihoods and Employment Specialist
  • Work with M&E Officer to ensure regular and accurate data collection for Direct Beneficiary Monitoring System
  • Submit regular reports to Project Director and inputs for semi-annual Technical Progress Report

Required Skills or Experience

Education:

  • Bachelor’s level degree or higher in education or other social science.

Work Experience:  

  • Minimum 4 years of professional experience in a lead technical role in a child protection, child labor, youth employment and/or education programs in Ghana. Experience should include educational assessment of disadvantaged adolescent youth; vocational training materials development; monitoring and evaluation of vocational training activities; and development of community participation in the improvement of basic education and vocational for disadvantaged youth in rural communities
  • Solid experience successfully leading detailed field-level planning, implementing and budgeting activities in a relevant technical area (e.g. child labor, education, youth employment)
  • Knowledge of exploitative child labor issues and experience in the development of formal, non-formal and vocational education programs for children and youth removed from exploitative child labor and worst forms of child labor.
  • Extensive experience in working successfully with ministries of education, TVET institutions
  • employers’ organizations, and trade union representatives or comparable entities.
  • Additional experience with monitoring and evaluation is an asset.
  • Experience with public-private partnership building, specifically in the cocoa-growing sector a plus.
  • Experience with US Dept. of Labor or other donor-funded programs to reduce child labor and address youth employment is desirable.

  • Preparedness to take responsibility for own actions and take feedback from other staff members

  • Excellent written and oral communication in English is required.
