SI’s mission in Ghana is to provide technical assistance and related services to client and government organization, under its contract agreement with the United States Agency for International Development (“USAID”) for Partnership for Education: Evaluating Systems.


The Evaluating Systems activity aims to support Ministry of Education (MOE), Ghana Education Service (GES) and local organizations to establish and improve basic education monitoring and evaluation systems and frameworks that encourage learning and use of best practices, linked to Ghana’s new emphasis on primary school reading.
Major areas of support will include:
Providing technical assistance and capacity building support to MOE, GES and its development partners to help develop a systematic, coordinated and responsive monitoring and evaluation system that supports implementation of the Government of Ghana’s Education Strategic Plan 2010-2020 (ESP).
Creating a harmonized monitoring and evaluation operational framework that supports the implementation of the ESP.
Undertaking impact and performance evaluations that promote evidence-based decision-making in the education sector, with an emphasis on primary school reading

Job Description

SI Seeks Data Collection Support in Ghana

  • Social Impact (SI) is seeking proposals from qualified firms to provide data collection services in support of an evaluation for an education technology intervention in Ghana. The Varkey Foundation contracted SI to design and implement an independent evaluation of its Making Girls Great (MGCubed) project in Ghana as part of the UK Department for International Development (DFID) Girls Education Challenge – Transition (GEC-T) program.
  • The evaluation will be implemented over three years and will be comprised of three discrete data collection events: baseline (Jan/Feb 2018), midline (Fall 2018-Winter 2019), and end line (Fall 2019-Winter 2020). This solicitation covers all phases, though SI is expected to award the baseline phase only, with midline and endline phases considered as “option periods” to be exercised based on the Subcontractor’s performance and the project needs.
  • The evaluation work will use the following quantitative and qualitative tools: a school-based learning test for students called SEGRA and SEGMA, a school-based survey for principals, a household survey for caregivers of students, a classroom observation tool, an attendance spot-check tool, focus group discussions (FGD) with students and parents, and key informant interviews (KII) with Ministry of Education and Ghana Education Services (MoE/GES) officials as well as with school teachers. These tools will be utilized in communities, schools, and other locations across all departments.
