Company Profile WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, the Mastercard Foundation and the African Development Bank. Job Description World University Service of Canada (WUSC: www.wusc.ca) and the Centre for International Studies and Cooperation (CECI: www.ceci.ca) are leading Canadian international development NGOs. This project will identify and focus on the development of key economic subsector(s) within the 2 districts, and will employ an inclusive market systems approach. WAGES believe that a market system is inclusive when it extends choices and opportunities to the youth and women and also factor in environmental and promoting green growth. The West Africa Governance & Economic Sustainability in Extractive Areas (WAGES) is jointly implemented by World University Service of Canada (WUSC) and the Centre d’étude et de coopération internationale (CECI) in Burkina Faso, Ghana, and Guinea from April 2016 to March 2021. Working in partnership with communities, local government, mining companies, and other stakeholders, the project will enable communities, particularly women and youth, to maximize the socio-economic benefits from extractive resource investment in West Africa. The project’s principal areas of focus include local governance, sustainable and inclusive economic growth, and regional knowledge-sharing on development best practices in mining areas. The expected results of the project include: increasing employment opportunities for community members, especially youth and women; ii) strengthening capacity of sub-national governments and local institutions to leverage opportunities arising from natural resource development, especially the extractives sector; and iii) increasing informed dialogue on local economic growth and governance strategies in regions with natural resource development activities, within the three target countries and across West Africa. This five-year CAD$20 million project is funded by the Department of Foreign Affairs, Trade and Development (DFATD) through the ExCEED fund of Canada. Short term Consultancy in Ghana
In Ghana, the project is implemented in the Western Region, more precisely in the Prestea-Huni Valley District and the Wassa East Districts.
The Prestea-Huni Valley District hosts five industrial mines and the Wassa East District hosts the Golden Star Wassa Ltd mine as well as small local artisanal gold miners called galamseys.
The economy of these two districts is mainly based on agriculture and mining, with a strong potential to increase local resources to improve the delivery of services, especially outside the district capitals.
Expected Results
WAGES ultimate outcome is: Enhanced socio-economic benefits from extractive industries for communities, especially women and youth, living in West Africa. To achieve this result, the project must achieve three intermediate outcomes:
WAGES support equality between men and women and the inclusion of young people by creating more inclusive environment for women and youth. WAGES will strengthen the capacity of local and national structures in the mainstreaming of equality into development actions and also strengthen the capacity of women and youth to participate in community decision process, increasing their access in the labour market and support employment services while ensuring that women and youth benefit from equal employment opportunities generated by the project.
Purpose of Assignment
The purpose of this assignment is to develop gender and youth inclusion strategies for Prestea Huni-Valley and Wassa East Districts to ensure proper consideration of gender relations and age that contribute to equality between women and men, at all stages and in all spheres and activities. Specifically, the strategy should highlight on Gender Equality(GE) and Youth Inclusion(YI) issues in extractive areas. It should also provide strategies through which GE and YI could be integrated in the planning and implementation of developed. activities in the two districts. The strategy should also aim at promoting Economic Empowerment of Women and Youth in the two districts.
This approach also aims to ensure GEYI issues are sustainably integrated in development planning and activities from the onset and continue after the project has exited.
