Job Description

World University Service of Canada (WUSC: www.wusc.ca) and the Centre for International Studies and Cooperation (CECI: www.ceci.ca) are leading Canadian international development NGOs. This project will identify and focus on the development of key economic subsector(s) within the 2 districts, and will employ an inclusive market systems approach. WAGES  believe that a market system is inclusive when it extends choices and opportunities to the youth and women and also factor in environmental and promoting green growth. 

The West Africa Governance & Economic Sustainability in Extractive Areas (WAGES) is jointly implemented by World University Service of Canada (WUSC) and the Centre d’étude et de coopération internationale (CECI) in Burkina Faso, Ghana, and Guinea from April 2016 to March 2021. Working in partnership with communities, local government, mining companies, and other stakeholders, the project will enable communities, particularly women and youth, to maximize the socio-economic benefits from extractive resource investment in West Africa.

The project’s principal areas of focus include local governance, sustainable and inclusive economic growth, and regional knowledge-sharing on development best practices in mining areas. The expected results of the project include: increasing employment opportunities for community members, especially youth and women; ii) strengthening capacity of sub-national governments and local institutions to leverage opportunities arising from natural resource development, especially the extractives sector; and iii) increasing informed dialogue on local economic growth and governance strategies in regions with natural resource development activities, within the three target countries and across West Africa. This five-year CAD$20 million project is funded by the Department of Foreign Affairs, Trade and Development (DFATD) through the ExCEED fund of Canada. 

Short term Consultancy in Ghana

  • Contract term:15 working days over 2 months

In Ghana, the project is implemented in the Western Region, more precisely in the Prestea-Huni Valley District and the Wassa East Districts. 
 
The Prestea-Huni Valley District hosts five industrial mines and the Wassa East District hosts the Golden Star Wassa Ltd mine as well as small local artisanal gold miners called galamseys. 
 
The economy of these two districts is mainly based on agriculture and mining, with a strong potential to increase local resources to improve the delivery of services, especially outside the district capitals. 
 
Expected Results 
WAGES ultimate outcome is: Enhanced socio-economic benefits from extractive industries for communities, especially women and youth, living in West Africa. To achieve this result, the project must achieve three intermediate outcomes: 
  1. Strengthened sub-national governments and local institutions to leverage opportunities arising from natural resource development; 
  2. Increased employment for community members, especially youth and women 
  3. Increased informed dialogue on inclusive and sustainable local economic growth and governance strategies in the targeted regions within the three countries 
WAGES support equality between men and women and the inclusion of young people by creating more inclusive environment for women and youth. WAGES will strengthen the capacity of local and national structures in the mainstreaming of equality into development actions and also strengthen the capacity of women and youth to participate in community decision process, increasing their access in the labour market and  support employment services while ensuring that women and youth benefit from equal employment opportunities generated by the project.
 
Purpose of Assignment
The purpose of this assignment is to develop gender and youth inclusion strategies for Prestea Huni-Valley  and  Wassa East Districts to ensure  proper consideration of gender relations and age that contribute to equality between women and men, at all stages and in all spheres and activities. Specifically, the strategy should  highlight on Gender Equality(GE) and Youth Inclusion(YI) issues in extractive areas. It should also provide strategies through which GE and YI could be integrated in the planning and implementation of developed. activities in the two districts. The strategy should also aim at promoting Economic Empowerment of Women and Youth in the two districts.
 
This approach also aims to ensure GEYI issues are sustainably integrated in development planning and activities from the onset and continue after the project has exited.
 
Responsibilities
The consultant will work with the two District Gender Officers in gathering information in the development of the strategies. 
 
Specifically, the consultant will;  
  • Study the GE and YI report that was compiled by the WAGES project for the two districts at the beginning of the project,  district gender profiles and the GE&YI  strategy for the WAGES project.
  • Conduct an assessment of GE and YI issues in extractive areas for the two districts and develop best strategies that could be adopted to ensure full participation of women and youth  in all district activities that will promote women and youth economic empowerment.
  • Provide concrete and specific guidelines for the integration of GE and Youth inclusion in the planning and implementation of all development projects or activities in the two districts.
  • In particular, provide recommendations on how to best integrate women and youth in technical and entrepreneurship trainings, and assess how to best foster women and / or youth led small businesses in the two districts.
  • Also provide recommendations on how to best promote women and youth employment in existing public and private sector organizations
  • Work with the District Gender Officers to gather  information on GE and YI issues in extractive areas and economic empowerment. 
  • Prepare a report and Power Point presentation outlining a GE and YI  strategy, which specifies guidelines  that will promote economic empowerment of women and youth in extractive areas for the two districts. 
  • Develop Training materials/ modules based on developed gender strategy.
  • Develop pre and post training evaluation questions based on training materials/modules developed.
  • Include in the report analysis of the administered pre and post training questions.
  • Develop a template for capturing gender related data during project monitoring
  • Train Departmental Heads  and more especially District gender officers on the strategy.
  • Work alongside with WAGES' Social Inclusion Officer on any additional research needs

Required Skills or Experience

  • Postgraduate qualifications in Gender and Youth participation  or a discipline relevant to this assignment.
  • Demonstrated knowledge of local development planning and local economic development, with a particular focus on gender and youth issues within those processes.
  • Five years work experience in research and  strategy development in Gender and youth inclusion field.
  • Competence and experience in training, presentation and report writing 
  • Proficiency in spoken and written English. 
The following skills will be essential: 
  • Knowledge in social inclusion approaches  
  • Familiar with or willing to use Facilitation techniques in training. 
  • Ability to work in a team setting 
  • Ability to use local (Twi, Fanti ) language in training
  • Organizational and time management skills
