Job Description

TERMS OF REFERENCE FOR DEVELOPMENT OF A 5-YEAR STRATEGIC PLAN FOR WOMEN EMPOWERMENT FOUNDATION INTERNATIONAL (WEFI)
Women Empowerment Foundation International (WEFI) was established in 2009 by Christian women entrepreneurs and professionals with the mission tcontribute and pull personal resources together towards the wellbeing of the destitute particularly poor and needy children.  In the past 8 years, WEFI has established itself as a credible organization and has satisfactorily implemented over 8 development projects across the country that improved educational and health outcomes, empowered women and girls and increased the incomes of several thousands of poor families.  These include mega programs such: 
  1. School Scholarships:  WEFI has assisted over 100 students taccess primary/junior secondary/senior secondary and tertiary education.
  2. Vocational Support: Since its inception in 2009, WEFI has trained over 100 youth as seamstresses, hairdressers, autmechanics and tailors, of which many have gone on tdevelop home-based businesses using their new skills.
  3. Orphanages: WEFI has continuously made food, clothing, equipment, medical and cash donations torphanages like King Jesus of Kumasi, Royal Seed at Borjiase and Good Sheppard, Accra.
  4. Refurbishments in Hospitals: WEFI has undertaken the following refurbishments;  TB Isolation ward of 37 Military Hospital, Children’s Ward, Korle Bu Teaching Hospital, TB Isolation ward of Korle Bu Teaching Hospital, Children's Emergency Dept, KomfAnokye Teaching  Hospital and Children’s Ward, Korle Bu Teaching Hospital.
  5. Sanitation Projects: WEFI provided a borehole and a public place of convenience for the people of Otoase in the AyensuanDistrict of the Eastern Region with the overall objective of increasing equitable access timproved water supply and basic sanitation for poor urban communities.
Purpose and Objective of Consultancy
The overall objective of this consultancy is tdevelop a five year Strategic Plan (2018-2022) tensure that WEFI fulfils its mandate.  
 
Specific Objectives:  
  • Plan and facilitate a one-day workshop with WEFI staff members, Board members and other stakeholders tprioritize strategic directions. It is envisioned that the strategic plan workshop will take place from January 2018 at a venue yet tbe announced
  • Assess and analyze WEFI’s internal environment
  • Assess and analyze WEFI’s external environment and stakeholders
  • Synthesis of results and identify strategic opportunities

Draft and finalize WEFI’s strategic plan 2018-2022

Scope and focus of the Assignment
The scope and focus of the assignment is tprovide technical and strategic facilitation support tenable the development of WEFI’s strategic plan. After an initial document review, the consultant will develop a work plan tguide the assessment. 
 
The consultant will conduct a thorough but focused assessment of WEFI’s strengths and weaknesses, as well as external opportunities and threats, with a view tidentifying appropriate strategic options for 2018-2022 operational period. The assessment will include review of relevant documents, in particular WEFI’s vision and mission statements, key project documents, strategic plans of key partner agencies and related reports. 
 
The consultant in collaboration with WEFI will make use of participatory processes tfacilitate critical reflection by WEFI staff members and stakeholders. As such, the consultant will be expected tprovide for active and meaningful engagement of WEFI staff, Board members and other relevant stakeholders tattend the strategic planning workshop.  
 
A key aspect of the consultancy is preparation for and facilitation of a one-day strategic planning workshop with WEFI staff members, Board members and other relevant stakeholders. 
 
All data and the results of the workshop will be consolidated inta draft and finalized strategic document. 
 
Roles and Responsibilities 
WEFI will be responsible for:
  • Preparing the Terms of Reference 
  • Selecting, contracting and managing the consultant
  • Covering the cost of and managing communications and logistics associated with the assessment
  • Actively engaging with the consultant during the assessment
  • Identifying stakeholders and relevant documents as needed
  • WEFI in collaboration with the consultant will carry out a preliminary review of program activities aimed at gathering views from relevant external stakeholders through interviews and questionnaires. All information gathered by WEFI prior tthe strategic planning workshop will be forwarded tthe consultant for analysis and integration intthe strategic planning workshop
The consultant will be responsible for: 
  • Preparation of a work plan 
  • Actively engaging with WEFI staff, Board members and other stakeholders through the use of participatory processes 
  • Regular progress reporting tWEFI 
  • Production of deliverables in accordance with the requirements and timeframes of the Terms of Reference 
  • Facilitation of a two-day strategic planning workshop with WEFI staff, Board members and other relevant stakeholders
  • Drafting and finalizing the strategic plan
Deliverables
The consultant will provide the following deliverables:
  • A strategic planning workshop agenda and facilitation plan
  • A strategic plan document including but not limited to: 
    • Executive summary
    • Background
    • Internal and external analysis 
    • Strategic priorities 
    • An M&E framework
    • Hard and soft copies of the final Strategic Plans in line with a work plan submitted and approved by WEFI
Duration of Assignment
 30 working days starting on 19th December, 2017 and ending nlater than 1st February, 2018

Required Skills or Experience

  • Minimum Master’s degree in Social science or relevant area.
  • Minimum 5 years of experience in research and leading strategic planning processes
  • Excellent research, analytical and communication skills, both oral and written.
  • Excellent knowledge and understanding of socio-economic and political context of Ghana

The ideal consultant will have knowledge of and/or proven expertise in:

  • Women Empowerment
  • Gender Analysis
  • NGO sector 
  • Health and welfare Sector 
  • Community development 
  • Participatory approaches in conducting assessments and facilitating strategic planning processes
  • Strategic planning document preparation.
