Background and contextual information 
VSO Rwanda is seeking a consultant Disability Assessment Advisor with experience of identifying disability amongst children of primary school age as part of ‘Building Learning Foundations’ (BLF), a national education programme which aims to improve learning outcomes in English and mathematics for primary 1 to primary 3 school pupils in Rwanda. As part of BLF, VSO will develop interventions to promote learning outcomes or children with disabilities. 
 
This activity has three phases: 1) Apply the Washington Group approach (tailored to children) to identify children with disabilities in a sample of schools in five Districts; 2) Establish the learning needs and possible interventions for children with the types of disabilities identified in phase 1; 3) Design interventions to support children with disabilities in primary schools targeted by BLF. The entire process is to be completed by the end of 2018 when interventions will begin to be rolled out. 
 
The Advisor will lead phase 1 of the activity. Phase 1 is expected to be complete no later than 1st August 2018. Specifically the Advisor will design and deliver phase 1 including engaging with the concerned -BLF team personnel and key stakeholders, designing necessary tools, providing training and supervision to field teams, and producing data analysis and reporting on results. This is an important opportunity to contribute to learning both within Rwanda and internationally on the use of the Washington Group approach especially for children. 
 
Job purpose
Lead on the identification of children with disability in primary schools in order to inform programme interventions as part of a national programme aiming to promote learning outcomes for primary school children. 
 
Responsibilities
  1. Develop project plan for delivery of phase 1 of the assessment: Lead the design of phase 1 of the assessment working closely with -BLF colleagues. Ensure the project plan is suitable to the Rwandan context and can be achieved with the resources and time allowed. Note that prior to this consultancy, VSO and key stakeholders will have been trained in the Washington Group approach and will have developed a basic (but not fixed) roadmap suitable to the Rwandan context as a starting point. The approach should ensure that child protection and accountability to children and parents are ensured.  Field teams and data entry clerks will be recruited from within the project team and externally. 
  2. Implement phase 1 of the assessment: Lead the implementation of phase 1 by working with VSO to recruit and train field teams, carry out a pilot exercise and adjust plans and training accordingly, supervise field work, train and supervise data entry clerks, carry out data analysis and produce a final report on findings and their implications for future programming (phase 2 and 3). 
  3. Capture and share learning from phase 1 of the assessment: Document the process and results of the exercise in order to contribute to improved national and international data on disability and contribute to national and international learning on the use of the Washington Group approach to capturing disability prevalence amongst children.
Key Performance Indicators 
  1. Overall work plan submitted within 5 days (in consultation with the VSO Social Inclusion and Governance Advisor and Health Programme Manager).
  2. Final project plan presented to and finalised with VSO and key stakeholders in one day workshop within 10 days.
  3. Training of field teams for pilot phase complete (with training report)
  4. Pilot phase complete (with report and necessary adjustments)
  5. Training of all field teams complete (with training report)
  6. Training of data entry team complete (with training report) 
  7. Implementation of field work phase complete (with field work report)
  8. Report on data analysis, key findings and their implications for future work produced (no later than 1st August 2018)
  9. Learning paper for VSO internal use and for wider dissemination within Rwanda and internationally produced (no later than 1st August 2018)

Required Skills or Experience

Education 
At least a Master’s degree in relevant field from reputable university. 
 
Knowledge and skills
  • Expert knowledge on the use of the Washington Group questions for establishing disability prevalence amongst children. 
  • Strong ability to train others in applying the Washington Group questions to children and to communicate complex concepts and approaches to an audience with varied backgrounds. 
  • Strong ability to train and supervise field teams to use the Washington Group questions to establish disability prevalence amongst children. 
  • Expertise in analysing and reporting on findings and their implications to future programming work. 
  • Expert knowledge of disability, especially amongst children, preferably in Rwanda.
  • Excellent interpersonal skills and ability to establish and maintain strong working relationships.  
  • Able to work to tight timescales.
Experience
  • At least 10 years’ experience in this area of work. 
  • Experience of working in Rwanda or similar context in this area of work.
