Description
World Education, Inc. seeks a local candidate for a Grants Manager based in Accra, Ghana pending award from DFID/Girls’ Education Challenge/Leave No Girl Behind. The programme aims to improve the literacy and numeracy skills of highly marginalized out-of-school girls and transition them into formal school or employment.

This program seeks to decrease key barriers to access quality education, opportunities for employment and improving safety of highly marginalized girls in schools and their communities, while increasing girls’ knowledge and adoption of positive behaviours, empowering them to become leaders and role models within their communities.  

The Grants Manager reports to the Finance and Operations Manager and is responsible for distributing, managing, monitoring and reporting on sub-awardee grants. The Grants Manager will serve as the lead contact for sub-awardees on all financial issues.  She/he will work closely with NGO Downstream Partners to provide support and capacity building for financial structures within NGO Downstream Partners.

The Grants Manager will lead a team of two Grants Officers who will support partners in the Northern and Southern Sectors. 

Responsibilities
Grants Management:

  • Review of Down Stream Partners financial reports and co-ordination with programs to ensure that technical and financial reports correlate
  • Mentors, supports and develops the capacities of grantees on financial monitoring, record keeping and grants management 
  • Visiting and supporting partners to ensure appropriate spending
  • Any other grants related duties as assigned by Finance and Operations  Manager
  • Facilitation of contracts between WEI-Ghana and sub grantees
  • Provides technical assistance to grantees as required on budget monitoring with a focus on maximizing cost recovery and aligning budgets to donor guidelines.
  •  Maintain Sub-Grants Tracker and ensure regular maintenance of sub-grant files, both electronic and hard copy.
  • Oversee financial management training and workshops for grant recipients and others as needed
  • Manage the sub agreement close out process.
  • Other duties as assigned by the Finance and Administration Manager. 
  • Supervise grant officers

Financial Reporting: 

  • Facilitation of funds transfer between World Education Inc. Boston/ Ghana and sub-awardees
  • Manage a database for grant monitoring
  •  Keep sub-awardees informed on the status of their funds
  • Technical & Administration support for sub-awardees
  • Review sub-awardee expenditures and provide feedback on expenses incurred as necessary
  • Ensuring that sub-awardee financial reports have been sent to WEI/Boston in a timely manner
  • Ensure that all expenses and vouchers are correctly entered and audit ready at all time.

Compliance & Assurance:

  • Ensure ongoing partner adherence to WEI , DFID financial and accounting policies and procedures and implement applicable compliance policies, procedures and administrative circulars in support of WEI sub-awardees;
  • Represent WEI with external partners and sub-awardee organizations, to ensure accordance with policies and procedures, including prime donor compliance
  • Work in coordination with the M&E Coordinator to develop a monitoring structure for Local Partners
  •  Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions

Required Skills or Experience

Minimum

  • Degree or equivalent in Accounting or related experience; 
  •  Excellent professional track record with at least 3 years in the same role
  • Ability to train partners on grant management and required reporting highly preferred.
  • He/she will have analytical skills to identify and assess credibility of organizations eligible of grants.
  • Experience in mentoring, coaching and skills transfer
  • Excellent English written and oral communication skills;
  • Knowledge of local languages desired
  • Knowledge of DFID rules and regulations an advantage
  • Demonstrated experience building partnerships and networks between civil society organizations
  • Strong analytical and reporting skills
