CARE International in Ghana: CARE began operations in Ghana in 1994. Job Description

CARE International in Ghana is seeking a qualified candidate to fill the position of Private Sector Liaison Officer to support an anticipated four-year USAID-funded Project aimed at Empowering Women and Girls in the Cocoa Supply Chain in Ghana.  The objective of the project is to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls within the Cocoa supply chain..

Two key intended outcomes of the project are:  (1) improved economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within the cocoa supply chain; and (2)   Improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within the cocoa supply chain..

Job Summary
The Private Sector officer will be responsible for coordinating implementation of project initiatives / activities required to achieve the stated outcomes.  The successful candidate should possess significant experience in private sector and labor rights of women and girls in the Cocoa value chain in Ghana. This position is subject to the funding / award decision of USAID which will be made known by 30th November 2018.

Key Responsibilities 
This position will mainly support the development and /or implementation of the project’s strategies for:

  • Partnerships; especially with private sector actor(s) within the Cocoa  supply chain, to improve policies and business practices for protection against child labor, forced labor, and other violations of labor rights for vulnerable women and girls, 
  • Supporting initiatives for the implementation, and/or expansion of existing private and/or public initiatives, policies, or programs in relation child labor and other violations of labor rights for vulnerable women and girls.
  • improving private sector actor(s)’ understanding and implementation of protections against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within Cocoa sector. 
  • addressing discriminatory hiring practices and gender-based violence and harassment at work that affect vulnerable women and girls, specifically. 
  • incorporating and utilizing information from periodic context /situational analysis, including high rates of informality and occupational segregation by gender, and existing private sector policies and procedures related to protections for vulnerable women and girls in the workplace in the cocoa sector. 
  • facilitating access for victims of child labor, forced labor, and other violations of labor rights to legal and social services and complaint or grievance mechanisms,

Required Skills or Experience

  • A minimum qualification of a first degree in Social Science  and related fields. 
  • At least three years of professional experience in the area of corporate social responsibility or private sector supply chain social compliance programs. 
  • Ability to maintain working relationships with all project stakeholders, including coalition building and partnership promotion. 
  • Understanding of key labor issues, including child labor, forced labor, gender discrimination, and workplace exploitation. 
  • Ability to meet deadlines, achieve targets, and provide all required inputs to deliverables.  
  • Fluency in relevant national language and proficiency in English is required.  
  • Must devote a minimum of 50 percent of time to the project.
