SFMP is a 5-year (2014 - 2019) food security project, headquartered in Accra. It seeks to support the government and civil society organizations to rebuild targeted marine fisheries stocks that are a critical food souce in Ghana but current are reaching crisis level of depletion. To address this national food security issue in Ghana, SFMP supports the adoption of sustainable fishing practices and exploitation levels. The project contributes to the Government of Ghana’s fisheries development objectives as well as the US Government’s Feed the Future development objectives of poverty and hunger reduction. The project works closely with government agencies, fisheries authorities, policy makers and fisher folk in the entire coastal area of Ghana to achieve project goals. 

Job Description

INVITATION TO BID ON PRODUCTION OF SHORT VIDEOS

The Sustainable Fisheries Management Project, funded by the United States Agency for International Development (USAID), seeks a dynamic video/documentary production agency with strong, full service capabilities to produce a number of high quality 3-5 minute videos highlighting key issues and threats facing Ghana’s fishing industry and successes under the USAID supported SFMP program. The selected provider will be required to do shooting, editing, production and post production of specific issues in a variety of areas/locations across all coastal areas of Ghana. The products will be media ready videos.

Introduction
The United States Agency for International Development (USAID) supports the implementation of the USAID/Ghana Sustainable Fisheries Management Project (SFMP). The objective of this five-year project (October 2014-October 2019) is to rebuild marine fisheries stocks and catches through the adoption of responsible fishing practices. The project contributes to the Government of Ghana’s fisheries development objectives and USAID’s Feed the Future Initiative.

Over the last 4.5 years the project has successfully carried out interventions aimed at encouraging responsible fishing practices and increasing use of post-harvest fish processing across coastal communities in Ghana. To help document the results of this effort and promote the adoption of these practices SFMP will support the production of a series of high quality 3-5 minute videos highlighting key issues and threats facing Ghana’s fishing industry and success under the SFMP program in addressing these issues. Specific emphasis will be placed on the status of ‘the people’s fish’ (small pelagics), co-management, issues and perspectives from government, fishers and non-government organizations, fish processors and traders, and others.

Each short video should be designed as a short documentary and include how the program relates to the Ghana National Fisheries Management Plan (NFMP), progress and challenges to date relative to the actions and goals laid out in the NFMP, successes, remaining challenges and the importance of actions in the near future to avoid collapse of the people’s fish (small pelagics fishery). The documentaries will highlight contributions of the USAID/SFMP project in cooperation with the Ghana Ministry of Fisheries and Aquaculture Development and Fisheries Commission. In focusing on SFMP, the highlight would include the contributions being made by the USAID on behalf of the American people.

Specific Objectives
The following are the specific objectives for the documentary production:

  • To produce a series of integrated and professional short videos spanning three-five minutes in documentaries that are issue-based and highlight the importance of and the progress already made and the need for individual as well as government leadership/action to halt collapsing small pelagic fish while also recognizing the challenges of government and fisherfolk in embracing/supporting change;
  • The documentary will draw conclusions about the next steps of the government such as the FC forming the Operations Committee to monitor implementation of the Co-management policy, the National Fisheries Management Plan, the need for and potential benefits of a closed season, the impacts of the growing need for parliamentary support and increased resources for monitoring, surveillance and enforcement, need for increased operationalization of regional FC offices, canoe registration and embossment and other issues to be identified.
  • The team/consultant selected to write and produce the documentary must prepare script and narration for the documentary in a very interactive manner with the support of Fisheries Commission staff and SFMP staff, academics at UCC, University of Ghana, and others as appropriate;
  • Voice over should be in English, Fanti, Twi, and Ewe
  • The team/consultant selected will also compose background music for the videos (The documentary committee may make suggestions);
  • The team/consultant would capture necessary video footage of activities illustrating the current issues and threats to the small pelagic fisheries and present the story board to SFMP for approval by the COP prior to filming;
  • The team/consultant would also narrate and edit raw video footage for producing final video in a form that is suitable for multiple television broadcasts and other media.
  • Overall, the video(s) should serve to present a positive view of government actions, while balancing views/perspectives of the challenges presented to make progress.
  • It should to a reasonable extent to celebrate leadership toward sustainable fisheries.

Areas/Topics for Video Documentary

  1. Co-Management - what it is, how it can work with examples combining Pra, Ankobra and Densu, with interviews with MOFAD/FC staff on co-management policy efforts.
  2. Individual three minutes videos on each of Pra, Ankobra, Densu
  3. Opening of Densu closed season
  4. A three-minutes video with various people on amendment of national fisheries act and why it needs to be done.
  5. The Science and Technical Work Group - the concept, interviews with members, government personnel, chair of FC Board of Commissioners, GNCFC, etc., and the need to formalize this as an official advisory body.
  6. The role of fisheries associations such as the Ghana National Canoe Fishermen Council (GNCFC) and the National Fish Processors and Traders Association (NAFPTA) in changing the sector towards sustainable fisheries management and their challenges.
  7. A three minutes video on NAFPTA itself - their activities, what they are trying to accomplish, the need for a national fish processors association, the development of the new Standard Operating Procedures (SOPs) and charter.
  8. Ghana National Canoe Fishermen Council (GNCFC): Challenges facing the canoe sector and the role that GNCFC plays in meeting/representing canoe fishers in facing these challenges. Interviews with fishermen, regional representatives, etc. A video to generally highlight GNCFC.
  9. Closed Season: The need for a closed season, what it means, how does it help to address depleting fish stocks, position of GNCFC and NAFTPA, calls for appropriate government action, etc.
  10. The plight of small pelagic fishery in Ghana. Statistics, shots of canoes coming in with no or small catch and lots of plastic. The problem of overfishing, too many canoes chasing too few fish, not enough males and females to find each other to spawn, when they do we encircle whole schools of juveniles and catch them all, as well as using illegal methods.
  11. Child Labor and Trafficking (CLaT) in Ghana from end-to-end including interviews with trafficked children, showing children working at traffic circles and selling things, interviews with regional anti-CLaT government officers, anti-child labor advocates, government representatives from the Ministries of Gender, Children and Social Protection, Fisheries and Acquaculture Development (MOFAD), the Fisheries Commission (FC) on their new anti-CLaT strategy/policy signed last year, etc.
  12. Gender: MOFAD/FC on gender within government programs, the gender policy developed with them with support of SFMP, how it is being implemented, how it is being driven in the organization into real programs and change, women's views highlights progress but that more needs to be done, etc.
  13. UCC/CCM: USAID's program through UCC highlight just UCC progress (we support them.
  14. SFMP (15-minutes): A video on SFMP, our theory of change, how we are designed to create change and have impact on the ground.
  15. GIS: Highlighting SFMP's progress on introducing UAVs in Ghana for coastal and marine management, videos of the drone being launched, landing by parachute, aerial photos and maps, progress on getting pilots licenses, ultimate transfer to UCC/CCM for continued progress, role of aerial photos and GIS in mapping changes on time to coastal and mangrove areas.
  16. Three-minute video on canoe registration, connection to premix, connection to database of canoe registration/license numbers and links to enforcement, moratorium links, etc. Socrates can outline this very well, and include interviews with Secretary of Premix committee. Interviews with MOFAD/FC officials, fishermen on how they support the better control of premix distribution to reduce corruption, also how they support the cards so FEU can identify canoes specifically involved in IUU through their card's registration number, etc.
  17. Three-minutes video on SFMP communications programs activities, why it is important, what we are trying to do, how it has played into our theory of change and engagement model, interviews with implementation partners, government, etc., and the key messages we are trying to communication across all program areas.
  18. Three minutes video on how applied management is necessary to save small pelagic fisheries (the people's fish) from total collapse - we are at 14% of historic catch levels, below 10% us considered a fishery in total collapse. Video on DAA

Locations
The videos will capture best practices from project areas listed: Volta Region, Greater Accra, Central and Western Region.
 
Deliverables
Up to thirty separate video stories consisting of 3-5 minutes each on a series of topics/areas relating to fisheries (For an example see https://www.youtube.com/watch?v=w396e6Rv2CI). Final product will also be segmented into 5 minutes clips each for easy uploading onto YouTube and of a quality that can be directly used by television stations as public service announcements/documents. Videos will be commissioned on an individual level through task orders issued by SFMP to the successful selected provider. The successful provider must be able to turn out videos in a short amount of time, on a timeline provided and within agreed costs. Final individual videos will be owned by SFMP and put into the public domain. No proprietary ownership should be expected. Final products will be submitted to SFMP on a pen drive or other suitable storage device. All raw footage captured in project areas should be submitted to SFMP although not included in the final product. The successful offer will be able to design story boards with SFMP technical team members, write interviews, shoot videos and interviews, product and complete editing and post-production with English subtitles. Based on the success of the videos, a final project documentary may be added to the scope of work.

TIMELINE: All letters of interest and proposals should be submitted by January 25, 2019.

Timeline
The total working days for the complete set of 3-5 minute videos will be approximately 2/3 months and must be completed on time.

Mode of Payment
Payment for each video assignment under each task order shall be made in two installments. 50% payment shall be made in advance after signing the task order for the commencement of the production and the remaining 50% shall be made after successful delivery of the final videos including at least two rounds of responsive editing.

SFMP Documentary Team
The project will be led by the SFMP Chief of Party and include other technical team members based on the content of each video. SFMP team members may include the senior fisheries advisor, SFMP communications team, the fisheries sector program lead for SFMP, the gender and post-harvest lead, and government representatives. The project will make available drone aerial videography when possible for selected videos, as appropriate. A detailed work plan schedule will be finalized later with SFMP.
