Terms of Reference for Review and Develop Gendered Enterprise and Markets Analysis (GEM) for Far Ban Bo Project

Background                                                                                                      

The Far Ban Bo (FBB) project (meaning ‘protecting fishing livelihoods’ in fante), is a four year fisheries project supported by the EU and being implemented jointly by a consortium consisting of CARE International in Ghana, Friends of the Nation (FoN), and Oxfam. The overall objective of the Project is to contribute to sustainable fisheries resources management to improve food security and nutrition and livelihoods of smallholder fishers and other users of fishery resources. FBB seeks to deliver three expected results which includes (1) Empowered Smallholder Fishery Associations take Active Part in Fisheries Governance, (2) Effective IUU Monitoring and Grievance Mechanisms Piloted, (3) Social and Economic Safeguards Contribute to Improving Livelihoods and Nutritional Status of Smallholder Fishers and other Users of Fishery Resources.

The Far Ban Bo project is seeking the services of a consultant to conduct a Gendered Enterprise and Market (GEM) analysis of local fisheries value chains. This assignment is expected to contribute to achieving the overall project objective of ensuring sustainable fisheries resources management to improve food security and nutrition and livelihoods of smallholder fishers and other users of fishery resources. The analysis will specifically contribute to the social and economic safeguards for improved livelihoods of women small-holder fisherfolks.

Objective of the Assignment

The overall objective of the assignment is to study and generate a gendered market map detailing the enabling and disenabling factors working in favour and against women’s economic and social empowerment in the fisheries value chain. The study should generate gender-disaggregated data and will include analysis of market trends, production services, financial services, business development services and logistics that will support women to upgrade their position in the market.

Specific objectives of the assignment

  • Identify enabling and disenabling factors working in favor and against women’s economic and social empowerment in the fisheries value chain
  • To generate gender-disaggregated data and analysis of market trends, production services, financial services, business development services and logistics that will support women to upgrade their position in the market.
  • Identify options for value addition in the fishery value chain for especially women fish processors.
  • Identify specific strategies to add value to the fish processing (e.g. using fish products which are otherwise wasted for creating new products).
  • Identify and recommend workable alternative livelihood activities, which are critical in the low season and for fishers affected by capacity reductions (with no access to fishery resources).

Expected Methodology

The Oxfam gendered enterprise and markets analysis (GEM) approach is tool aimed facilitating sustainable agricultural market and value chain development to empower smallholder fishers, promote women's economic leadership, and manage risks including climate change.

The methodology involves three (3) phases and the prospective consultant is expected to cover them with methodological guidance notes from Oxfam in Ghana. The phase one will include analyzing the eco-system, household and market context of the fisheries value chain. Phase two (2) will identify the key constraints, opportunities and relevant stakeholders in the fisheries value chain. Phase three (3) will then involve using results from phases 1 and 2 to design, implement and monitor program implementation. The results from the phases 1 & 2 will be a comprehensive visual representation of the roles of men and women involved in the fisheries market system, and/or value chain. It will show the external factors affecting the chain (e.g. infrastructure, natural or policy environment) and the market services (e.g.  Transport, finance, information, extension services) needed to enable the chain to function. A gendered market map makes visible where women are positioned in market chains and services, and the policies that facilitate or block women’s participation.  The map also shows the infrastructure and services crucial for women because of their household and social roles (water, health, energy, safe transport, and extension services run by or for women).

Oxfam will provide methodological guidance notes for GEM and women’s economic leadership. These notes are meant to help the consultant and not to replace his/her methodology for the assignment. Existing public documents, where available will be shared with the consultant to facilitate completion of the tasks. Working closely with the Oxfam in Ghana and Far Ban Bo Consortium, the scope of work of the consultant will include the following:

  1. Develop the conceptual framework, design and methodology together with the Oxfam team
  2. Develop the research implementation work plan
  3. Data Collection and analysis
  4. Develop the research instruments and conduct validation and field-testing of same
  5. Prepare the report and present the findings in a workshop to be organized for the purpose of disseminating results to intended audience
  6. Secondary data review
  7. Interviews with key government departments, staff from peer-NGOs, UN, donors and other relevant international institutions.
  8. Revise and finalise report taking on board comments from reviews by Oxfam

Key Questions and objectives for each step across the 3 phases


Output of assignment
The key outcome of the assignment is a comprehensive report detailing the following findingsIdentify the underlying causes of barriers and the key opportunities within the fisheries value chain of the project area

  • Identify how the institutions, rules, attitudes and beliefs affect the system and/or marginalize the poorest, particularly women involved in fisheries activities.
  •       Assess the performance of the existing market actor in terms of profit maximization in the value chain which badly affected small Fisher processors.
  • Assess services for effective and efficient market performance like availability, accessibility and  quality.
  • Identify the positions of women in the existing fisheries market system and their specific performance in the sector for women to gain economic leadership.
  • Which combination of interventions can best increase power in markets for smallholders, Women’s Economic Leadership.

Duration of the Assignment
Within a 20- 30-person day consultancy spread out over the next 2 months, the consultant is expected to complete the above-mentioned scope of work.

Deliverables

Under this assignment the party will ensure the following as main deliverables-

  • Inception report (consist of operational plan, methodology, questionnaire, tools etc.)
  • All raw data, clearly organized and in accessible electronic format(s)
  • Organize a validation workshop with project staffs, community members and market actors with at least 30 participants
  • Fisheries Sector Gendered Enterprise and Markets Map in printable version
  • A brief reports (not more than 20 pages) of the study with short bangle version.

Responsibility of Oxfam / Consortium 

  • Consortium will provide comments on tools, plan and methodology
  • Consortium will time to time visit the locations during survey and attend the workshop
  • Consortium will feedback on draft report and map
  • Consortium will finance the validation workshop

The General Terms and Conditions

  • The eligible person/organization must form a research team consisting of value chain specialist, Fisheries specialist and gender specialist
  • All soft and hard copy of the assignment will be treated as the property of the project
  • In any circumstances consultant shall have no opportunity to alter the timeline and planning of data collection and submission of first draft and final map and report.
  • The consultant shall have the responsibility to review the map and rewrite the report, modification of sections until the satisfaction of quality required by consortium.
  • In case of any deviation, the consortium through Oxfam shall have the right to terminate the agreement at any point of the project.

  1. Maximum 2 page organization profile highlighting related assignments completed with client name, contact person and mobile number
  2. Lead Consultant’s (who will lead the assignment) Maximum 2- page CV highlighting related assignment completed, role of the completed assignment
  3. Other Team members’ (who will involve in the assignment) one paragraph short CV highlighting related assignment completed and role
  4. Organization’s/Firm’s Certificate, TIN and VAT registration
  5. Documents in favor of the previous relevant studies
  6. Budget estimates. This budget will need to be split in the detail planning between the different forms of data gathering as agreed with successful consultants. The main expenses anticipated are: researcher time; data gathering, analysis and editing; travel; accommodation; translation; and other directly associated costs.

Required Skills or Experience

ELIGIBILITY

  • Applicants should have demonstrated expertise in supply chain sustainability and agricultural commodities, specifically in the cocoa value chain; varied experience in relevant methodologies; and a history of undertaking similar research consultancies.
  • Applicants with experience and keen interest in the private sector engagement and sustainability and multi-stakeholders dialogue will be an added value. Applicants should be based in Ghana.
