Team Purpose
The EU “Enough! Women, girls, men and boys to take positive action in ending SGBV in Ghana, Liberia and Mali” project will sit under different programmatic teams in each implementation country. Under the leadership of the Regional Gender Coordinator – EU ENOUGH!, the Project Management Unit (PMU) team will coordinate and provide strategic leadership for the implementation of the project. The PMU will be responsible for the quality implementation and coordinate between consortium partners in Ghana, Liberia and Mali.

Job Purpose
The Regional Gender Coordinator will play a key role in leading the Project Management Unit and coordinating the implementation of the project and ensure quality delivery of the EC funded project in Ghana, Liberia and Mali. The position will ensure coordination and cross learning among the three countries as well as working closely with Oxfam Denmark who holds the contract with the EU. The coordinator will be the main point of contact with the EU delegation in Ghana who manage the contract on behalf of the EU.

Key Responsibilities

Strategic Programme Management:

  • In collaboration with the Senior Gender Based Violence Technical Advisor and Program Manager at Oxfam Denmark, ensure quality of design, implementation and monitoring of the EU Enough project in the PMU in Ghana
  • Working with implementing countries, oversee reporting process and ensure high quality and timely donor deliverables in close collaboration with involved country offices
  • Manage the relationship with WiLDAF Mali directly and ensure close collaboration and support to implementation in Mali
  • In collaboration with monitoring and evaluation project staff, ensure development and implementation of the monitoring and evaluation framework to track progress and report
  • Ensure development of a communication and visibility plan with communication project staff
  • Facilitate some key activities of the EU project according to the project implementation plan including, for example, leading on learning exercises which cuts across the work of all three countries such as the work with men and boys to end SGBV
  • Manage the relationship with the EU Delegation in Ghana ensuring timely and regular communication and updates

People Management

  • Undertake line management and matrix management of team members as assigned
  • Induct PMU staff to the project, motivate and inspire them to maximise full potential on the project
  • Provide guidance and feedback for the PMU staff on project design, implementation and monitoring
  • Contribute to the preparation of annual performance goals with staff and monitor performance against key deliverables for the project alongside primary line manager
  • Contribute to mid-year and end of year staff appraisal discussion and ensure support is provided to accompany staff to perform to their full potential on the project
  • Support and build the capacity of ENOUGH project team, and partners, to design, implement, monitor and evaluate the project
  • Support staff capacity reviews within the team and develop personal development plans to improve team capacity

Coordination/Leadership

  • Coordinate and participate in relevant country and regional forums to provide technical assistance and share experiences and learning
  • Decision-making requires significant levels of judgement based on technical and management experience, generally actively supported within line management or the programme team
  • Representation in coordination meetings and some external relationships
  • Build linkages between the countries and with the Oxfam regional office for cross-learning and sharing as well as the wider Oxfam confederation
  • Provide strategic leadership in building relationship with partners, co-applicants, allies and other stakeholders working on gender justice in the three countries, and the wider region
  • To take part in public campaigns based on agreed plan of action and objectives
  • Establish and maintain interpersonal and professional relationships across country offices, national and local partners, the regional platform and global campaign Enough!.
  • Participate in and contribute to research, development of approaches and tools to capture innovation, promising practices and conveying learning within the Oxfam confederation
  • Promote integration between Oxfam in Ghana’s Gender components of EC project and other programmes and advocacy initiatives

Compliance and Governance

  • Adhere to all Oxfam programme requirements and standards in relation to approved systems and programme implementation plan, project cycle management, programme quality and programme learning and other requirements.
  • Ensure compliance with donor requirements and review and work with project teams including co-applicants to ensure compliance
  • Support to organize steering committee meetings and serve as secretary to the project steering committee – service the steering committee
  • Ensure compliance with EC requirements and review and work with project teams including co-applicants to ensure compliance
  • Review existing partnerships and assess opportunities for additional partnerships involving local agencies in Ghana, Liberia and Mali
  • Implement Oxfam’s Gender, Diversity and Equal Opportunities policies and ensure gender mainstreaming in the ENOUGH project in Ghana, Liberia and Mali

Required Skills or Experience

Technical Skills, Experience and Knowledge

Essential

  • A minimum of five years relevant work experience in coordination and/or international development especially related to issues of gender.
  • Masters in relevant field or equivalent combination of education and experience
  • Fluency in English and French required – written and spoken
  • Experience in gender justice including ending gender based violence
  • Experience in project management and monitoring
  • Experience with EU projects a strong asset
  • Ability to build relationships and network effectively
  • Cross-country coordination experience
  • Be comfortable with working within a multidisciplinary, multi-cultural team.
  • Strong knowledge and understanding of gender, power relations, women’s rights, and at least working knowledge of the project issues in West Africa (particularly Ghana, Liberia and Mali)
  • Demonstrate understanding of good approach to women’s and girl’s empowerment and social change.
  • Good knowledge of monitoring and evaluation.
  • Good judgment, strong coordination and negotiation skills.
  • Good organizational skills, ability to work independently and to deliver results as agreed on time.
  • Good interpersonal skills and influencing skills.
  • Ability to write results-based reporting.
  • Strong computer literacy especially Microsoft Excel, Word and PowerPoint.
