CRS is seeking quotations from contractors with experience in The Use of a Caravan mounted with Filming Equipment for Shooting and Screening of Videos for Hygiene Promotion in West Mamprusi and Talensi Districts, and related services, as more specifically described in Scope of Work section of this RFQ.

Background

Globally, northern Ghana remains one of the most challenging environments for adequate sanitation, hygiene and nutrition. UNICEF (2017) reports that an estimated 4,000 Ghanaian children die each year from diarrhoea, with malnutrition contributing to one-third of the country’s childhood deaths and over two in five children in northern Ghana suffer from stunting. Child survival, health and wellbeing are closely linked to sanitation and hygiene. Northern Ghana still has major issues with open defecation – in 2015, UNICEF reported that 89% of the population in the Upper East Region and 72% of the population in the Northern Region practice open defecation.

In response to addressing the health and WASH needs of the northern regions of Ghana, the Catholic Relief Services with funding from the Helmsley Charitable Trust (a US based charitable organization) is implementing the Integrated Community Water, Sanitation and Hygiene Improvement (ICOWASH) Project.  The ICOWASH project is for three-years duration (2017-2020), and seeks to address water, sanitation and hygiene needs at the household, school and health facility levels in the West Mamprusi and Talensi districts in Northern and Upper East Regions respectively. The goal of the ICOWASH project is to improve health and wellbeing of approximately 152,334 rural adults and children.

As part of efforts to facilitate hygiene behavior change in project communities, the project plans to employ the services of a caravan mounted with filming and video playback equipment to capture on-going sanitation and hygiene improvement activities in project communities.  The footages of the scenes involving community WASH habits, attitudes and practices during the day, will be shown in the night during community-wide gatherings while a facilitator sensitizes the community on needs for improvement, as well as positive observed practices that should be sustained. 

Objective

The objective of this activity is to use audio-visuals to capture community daily activities and playback as one of the captivating channels of behavior change communication to support communities to improve hygiene and sustain sanitation practices for improved health.  Specifically, the aims of the use of the caravans are to:

1. Sensitize and trigger people on improved sanitation and hygiene behavior practices by stimulating the participation of children and especially adults, who might not be initially very interested in ‘simple words’ of health impacts by fully embracing sanitation interventions to do away with open defecation and practice handwashing.
2. Strategically accelerate the achievement of Open Defecation Free (ODF) communities by using audio-visual tools as potential platforms for cross-learning for communities on WASH improvements through the screening of positive hygiene and sanitation habits/behaviours of committed project communities in the district to motivate struggling ones to catch up.
3. Consolidate the gains made in sanitation and hygiene transformation in ODF communities by re-echoing the WASH habits of community members to remind them of their ODF commitments, reaffirm their positive attitudes and behaviours, as well as highlight existing weaknesses/gaps in a bid to promote sustainability of improved WASH practices.

Specific Tasks for the Consultant

• The Consultant shall lead and report on the conduct of the activity with the support of partners at the District Assembly and the WASH Officers of the Project.  
• The consultant shall locate and visit communities (see list below) to observe existing WASH practices at the household, school and health facility levels, on sanitation improvement activities or challenging situations, interview community members, groups of interest and opinion/religious/traditional leaders and record these events using video cameras and related equipment.
• The consultant shall conduct editing of the video footages for each community (minimum resolution-720x1280, maximum length-15 minutes in mp4 format) for playback to the communities.
• The consultant shall, with support from the WASH Team and partners, organize community video shows to playback the edited footages (one playback per community or cluster centre) and facilitate the commentaries (sensitizations, discussions, questions and answers) on the videos during the screening.
• The consultant shall record proceedings and level of community participation during the playback sessions, capture the attendance disaggregated by gender, and report same in the final report.
• The consultant shall provide copies of all the edited videos (softcopies) used in the community screening events with the Project as part of their activity completion report.
• The consultant shall share periodic (weekly) updates on progress of activities with CRS as appropriate and a final report (including PDF copies and printed and bound copies) at the end of the activity. The consultant shall also include at least 1 edited video documentary footage of the entire process (including the video capturing, editing and playback at the community video shows) to CRS as part of the activity report.

Facilitation Team

The facilitation team will comprise the Consultant (who would be engaged by CRS in accordance with the Organization’s procurement policies and procedures), District field facilitators from the District Environmental Health and Sanitation Units and the Department of Community Development and Social Welfare of the 2 District Assemblies as well as CRS project staff.

List of Outputs / Deliverables

1. Project communities actively participate in the capturing and screening of community videos organized for them.
2. Key behaviour issues are well captured and articulated to community members to reignite their commitment to stop open defecation and improve their WASH infrastructure.
3. Written activity report including softcopies of edited videos of each screening event and at least 1 documentary video of the process, submitted by the Consultant at the end of the activity.

Eligibility Criteria:

1. Have the legal capacity to enter into a contract.

3. Not be suspended or debarred from public procurement by the United States Government, the United Nations, the World Bank, or DFID.
