Background
JSI Research & Training Institute, Inc. (JSI), a leader in global health, is currently recruiting for a Human Resource Officer for the USAID-funded five year Strengthening the Care Continuum Project in Ghana. The project is in the fourth year of implementation. The overall goal of the project is to support the capacity of the Government of Ghana (GOG) and its partners to provide quality and comprehensive HIV services for key populations and people living with HIV/AIDS using a coordinated and sustainable approach.

This is a full-time position that will be based in Accra with additional responsibilities and travel to other regions in Ghana.  S/he will report to the Human Resources & Admin. Manager.

Job Summary
The Human Resource Officer contributes to the accomplishment of Human Resources practices and objectives in managing the full employee life cycle from recruitment, induction to exit and also in providing administrative support in the day to day running of human resource activities.

Responsibilities and Duties

  • Support HR & Admin. Manager in the recruitment processes such as posting job announcements, long list and shortlist development, coordinating interviews, filing all interview records, preparing new employee orientation materials
  • Provide operational and HR Support in office set up and personnel management in the Western Region.
  • Responsible for updating, and reconciling all staff records/bills for medical insurance and other benefits
  • Manage contracts of Helpline Counselors, Community Health Nurses and Case Managers personnel records and ensure that all are properly updated on a routine basis and kept confidential
  • Liaise with Receptionist & Admin. Assistant to process staff IDs and business cards. 
  • Provide HR support to staff who will be based in the regional office as and when required 
  • Liaise with IT Officer to manage all Replicon-related issues for staff.
  • Maintain a system to update the renewal of all certifications (Dept. of Social Welfare, Registrar General, Fire etc.)
  • Assist employees with any benefit claim issues
  • Support the operational needs of other JSI Implemented Projects on Care Continuum Project site.
  • Any other duty that may be required from time to time.

Required Skills or Experience

  • Degree in Human Resources Management or Business Administration required with relevant experience. 
  • Minimum of five years’ work experience in HR, preferably with an international NGO funded by USAID and good knowledge of HR best practices and standards. 
  • A diploma with relevant experience and completion of HR certification or courses, may be considered.  
  • Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the Ghana labor law.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications.
  • Effective oral and written communication skills with excellent interpersonal skills.
  • Able to exhibit a high level of confidentiality whilst identifying and resolving problems in a timely manner.
