Job Description

Project Summary:
The Cooperative Development Foundation of Canada (CDF) has received a multi-year grant from Global Affairs Canada (GAC). The project, entitled “ 4R Nutrient Stewardship Program (4R –NSP)”, will be implemented in partnership with Fertilizer Canada alongside a representative of manufacturers, wholesale and retail distributers, The International Plant Nutrition Institute (IPNI) and the Ethio –Wetland and Natural Resource Associations, a local implementing partner. The goal of the project is to improve the socio-economic well-being and resilience of smallholder farmers, particularly women through improving agricultural productivity and sustainability. 4R-NSP will develop a value chain with a strong focus on gender equality and will advocate for the implementation of 4R principles by regulatory authorities and multi-lateral organizations (FAO).
 

Position Summary
Under the overall guidance of the Country Manager, the M&E Officer will be taking a leading role in the design, implementation and management of the monitoring and evaluation activities of the project. S/he will demonstrate understanding of results based management(RBM), and be comfortable with working with key RBM tools, primarily the Performance Measurement Framework. S/he will provide expert advice and support to the project team on strengthening quantitative and qualitative data collection, analyzing indicator performance, monitoring behavior changes in the communities and reporting on results achieved

The M&E officer will provide technical direction in ensuring that the project maintains its strategic vision and that its activities result into the achievement of its intended outputs in a cost effective and timely manner, translating into higher level outcomes. The M&E officer will provide support to a wide range of implementation, reporting and management of activities according to project workplan and budget, most notably in assisting the Country Manager in preparing Semi/Annual reports on project progress .

Essential Job Functions

  • Based on the initial PMF for 4R-NSP that has been submitted to Global Affairs Canada, adapt/customize the indicators based on country context, considering local stakeholders’ experience and level of capacity to monitor project performance, existing indicators tracked by stakeholders and current data gaps that the project could fill,
  • Validate and check the quality of performance indicators,
  • Determine data sources, and collection methods, frequency and responsibility,
  • Use the data collected during the project baseline study to complete the baseline data column in the performance measurement framework,
  • Once all the baseline data have been collected, support the team in establishing targets for all the indicators and validate preliminary targets set for key indicators,
  • Ensure a completed performance measurement framework, Indicator tracking table, including any adjustments to baseline, targets or even indicators, must be submitted to Global Affairs Canada as part of the Project Implementation Plan (PIP),
  • Draft a preliminary results-based monitoring and evaluation plan,
  • Based on the indicators, develop data collection tools and templates, including interview guides, questionnaires, forms or ranking mechanisms,
  • Ensure data quality and integrity by performing random verifications and validations, and ensure there is sound sampling methodology and standard survey tools and pin place as appropriate.
  • In consultation with CDF Canada’s Ottawa-based specialists, lead the process of managing/ piloting surveys and results measurement initiatives,
  • Make plans to test and adjust any data collection instruments prior to their use,
  • Plan to provide training in data collection methods and the use of monitoring instruments to staff members, stakeholders or any others who will take part in data collection,
  • Manage and maintain a verifiable project participant database
  • Facilitate evaluation process determining rational/purpose, specific objectives, scope, timing, responsibility, budget, and so on,
  • Ensure diligent monitoring and documentation of achievement of results to facilitate effective evaluation,
  • Ensure periodic and quality reporting on actual outcomes as compared to expected outcome from logic model - tracking progress “on” or “towards” the achievement of that outcomes,
  • Provide evidence - based narrative and variance analysis of significance and impact on the project during reporting,
  • Facilitate the process of meeting internal and external reporting requirements and deadlines, including Donor Reporting; Semi and annual and other periodic reporting processes;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Identify and disseminate good practices, lessons and knowledge, as identified through project implementation, monitoring and evaluation activities;
  • Facilitate capacity building opportunities for staff and partners in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.
  • Participate in annual project reviews and planning workshops and assist in preparing relevant reports;
  • Perform other duties as required;

Success Factors:

  • The successful candidate possesses strong experience and skills in RBM, Logic Model, Performance Measurement Framework as well as good understanding of measurement methodologies and procedures of Global Affairs Canada.

Required Skills or Experience

  • At least 5 years of progressively responsible experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs
  • Master’s degree (or equivalent) in Agriculture, Social Science, Economics, International Development Studies or related field is required.
  • Robust skills in collecting and analyzing both quantitative and qualitative data
  • Demonstrated experience in online/cloud-based data collection tools and surveys will be a very strong asset
  • Experience in research set up is an asset,
  • Expertise in analyzing data using statistical software
  • Ability to manage a database
  • Strong training & facilitation skills.
