Terms of Reference (ToR) for communication and visibility consultant - Oxfam in Ghana 
 
 
Working with Oxfam In Ghana
Oxfam aims to bring lasting solutions for poverty, and injustice in the Ghana. Oxfam has worked in Ghana since 1986 with the focus on bridging the gap between progress made in the north and south, sustainable agricultural livelihoods, free universal quality education and health care, and promoting accountable governance and transparency in natural resource revenue management
 
Background
Oxfam is implementing a project funded by the European Union working to end violence against women and girls in Ghana, Liberia and Mali. 
 
The project aims to create an enabling environment for girls and women to know, claim and exercise their rights to end sexual and gender based violence. The action has a dual focus of 1) strengthening the institutional, technical and financial capacities of CSOs (including women’s associations and groups) through a Financial Support to Third Parties mechanisms (FSTP, or referred to as sub-granting); 2) challenge and change discriminatory social norms, attitudes and practices as a way to prevent sexual gender based violence (SGBV).
 
A communication and visibility plan which has been approved by the Steering Committee of the project and the European Union will set out a common framework for the three implementing countries to enable context specific but consistent communication about and for the project. 
 
This communication and visibility plan will need to be implemented and monitored in all three countries. Ghana is responsible for ensuring the objectives are met in Ghana and the indicators are measured and reported on. The Project Management Unit (PMU) based in Ghana, is responsible for ensuring overall compliance to the communication and visibility guidelines of the EU as well as supporting the three countries to implement and monitor the actions planned in the plan. 
 
Objectives
To provide support to the PMU in its role of ensuring the implementation and reporting on the communication plan, as well as compliance to EU communication and visibility guidelines and to support Ghana specifically in the country level communication activities. 
 
Specific objectives
  • To support the Ghana project team to implement the actions of the communication and visibility plan, report on them and generally to ensure compliance with EU communication and visibility guidelines in all activities carried out under the Ghana portion of the project 
  • To support the PMU in monitoring the roll out of the communication and visibility plan including providing guidance and support to all three countries with regards to communication and visibility activities
Scope of Work
The consultant will undertake the following over the course of 22-23 hours a month:
  • Work with the Ghana project team (Oxfam and co-applicant) to integrate the communication and visibility activities in to the country work plan 
  • Develop materials and communications products in line with the objectives of the project
  • Support the Ghana country team to develop materials and communicate via social media channels about the project, in line with the communication and visibility objectives
  • To work with the PMU to support all three country projects in their communication and visibility activities including providing advice, developing materials and ensuring compliance with EU guidelines
  • To support Ghana and the PMU in monitoring and reporting on communication and visibility activities to ensure targets are being met
Expected Outputs
The consultant is expected to deliver the following outputs:
  1. Communications materials as/when needed in line with the communication and visibility plan
  2. Reports/updates to the PMU from meetings providing support and guidance to all three countries on an on-going basis
  3. Monthly workplan with activities to deliver each month

Required Skills or Experience

Skills and Competencies
  • Oxfam is looking for a consultant with a strong record in working on communications and visibility particularly under EU funded projects.
  • We are looking for someone with a strong background in using social media to communicate as well as general audio-visual competencies.
  • The consultant should have strong knowledge of the communication landscape in Ghana and ideally have some knowledge of Liberia and/or Mali. The consultant should have strong ability to synthesize information in to an attractive and user friendly products. 
  • Demonstrable experience of their work. Ability to speak French is a significant plus.
