Job Description

The Education Out Loud (EOL) funding mechanism was approved for establishment by the Global Partnership for Education (GPE) in December 2017. GPE’s aim is to strengthen national education systems to deliver stronger outcomes in the areas of learning and early childhood development, equity, gender equality, and inclusion. GPE is the largest fund for education in the world and provides around $800million a year for education in developing country partners.

The goal of EOL is to enhance civil society capacity to further GPE’s strategic objectives in learning, equity, and stronger systems by improving their participation, advocacy, and efforts to ensure transparency and increased effectiveness in national educational policy and implementation processes. As such it aims to support both the traditional education networks and civil society partners working in areas such as tax justice, citizens engagement in fiscal transparency and community mobilisation. EOL is comprised of three funding streams (Operational Components) to support work at local, national and transnational levels to (1) strengthen national civil society engagement in education planning, policy dialogue and monitoring; (2) strengthen civil society roles in promoting the transparency and accountability of national education sector policy and implementation and (3) create a stronger global and transnational enabling environment for national civil society advocacy and transparency efforts. Together, these objectives will help to amplify the voices of people in education policy debates, helping to better match citizen demand for an equitable quality education with responsive public policy solutions. EOL has a target of supporting at least 100 civil society partners, in approximately 90 countries throughout the world, including Africa, Asia, Pacific, Latin America and MENA/Eastern Europe.

In January 2019, GPE selected Oxfam IBIS as Grant Agent for EOL. The programme is forecast to run for at least 5 years, with the inception phase commencing imminently. Oxfam IBIS’ Grant Agent role will be implemented primarily through a Global Management Unit (GMU) based in Copenhagen, and four Regional Management Units (RMUs) in Africa, Asia and Latin America. The GMU will be led by an expert Programme Manager and will provide oversight of day-to-day operations of EOL, including management of the RMUs, provision of technical advice, and quality assurance of reporting across the entire programme.

Job Purpose:

  • The Regional Project Assistant will ensure that administrative procedures at regional level are carried out in accordance with internal processes and recognised organisational standards and meets GPE/EOL requirements. They will work under the guidance of the Regional Programme Manager.

Job Responsibilities:

  • Support the development and implementation of grant making priorities and strategies related to the GPE/EOL in the region;
  • As part of the RMU team, contribute to the implementation of grant making strategies and priorities to support partner organisations in the region;
  • Support the Programme Manager in the review of grantees’ progress reports to ensure compliance; analyse the 6-monthly narrative reports of each grantee, and provide feedback timely;
  • Support the Programme Manager in the routine monitoring and reviewing of grantee’s progress in meeting targets/ deliverables and assessment of reports in line with project milestones
  • Follow up and support the improvement of grantees’ capacity as identified during organisational assessments.
  • Support the Finance Manager in verifying that the approved budget for each grant complies with the GPE/EOL budget for the region.
  • Maintain well-organized and updated files and records on each grantee in line with the GPE/EOL filing and archiving guidelines;
  • Support the RMU team in responding to queries from prospective applicants
  • Take part in the partnership support to grantees through regular monitoring and interactions;
  • Periodically share project briefs and updates with relevant GPE/EOL stakeholders;
  • Support the Linking and Learning of grantees in the learning event convenings.
  • Participate in the periodic RMU e-meetings and learning events with the GMU team;
  • Perform any other duty as may be assigned

 Core details:

  • Location is Accra, Ghana.
  • Our package is competitive and depending on experience.
  • The contract is for three years with the possibility for extension.
  • The position is a full time role equivalent to 37 hrs./week.

What are we looking for?

  • We are looking for an experienced bi-lingual (English and French) Regional Project Assistant to support all administrative functions of the RMU in Ghana related to the GPE EOL Project. The Regional Project Assistant will support the Programme Manager in handling all administrative aspects of grant making related to the EOL project in the region. This includes providing support in the preparation of relevant documents, due diligence, providing feedback to applicants and to writing and preparing grant recommendations among other administrative duties.
  • Based in Accra, Ghana, the candidate will require a good knowledge of administrative procedures in an international organisation and have experience of supporting complex programmes. The candidate must be experienced in working with partners and able to support capacity building.

Education/Experience:

  • Bachelor’s Degree in Management, Economics, Law, Administration, or a related field.
  • Post graduate qualification in Project Management or related field will be an advantage
  • At least 3 years of relevant experience preferably in managing the administrative components of grants, grants-under-contract, subcontracts, preferably in donor-funded programs.
  • Experience in project work for international organisations is required;
  • An excellent command of spoken and written English and French (knowledge of Portuguese is an advantage);
  • Team player with a high level of flexibility, integrity and creativity.
  • Ability to manage stress effectively in a dynamic work environment.
  • A results & customer-oriented approach to work.
