- Job Title: Program Officer, Livelihood Empowerment

- Report To: Program Manager, Livelihood Empowerment
Job Brief
The purpose of this position is to provide support in the implementation of the Livelihood program team. S/He will be responsible for financial accountability, external stakeholder engagement, and giving support to program officers working in the livelihood unit. The job holder will be responsible to support in the implementation of three (3) sub programs that falls under the livelihood development program, i.e. Agriculture, Economic Empowerment and Housing& Infrastructure.
Major Responsibilities
Agricultural Program Responsibilities:
- Conduct farmer needs assessment to inform program design
- Establish relationship with relevant stakeholders as appropriate such as farmer cooperatives
- Assist to develop an action plan and procurement process for the implementation phase based on findings and recommendations provided in the design phase
- Lead on program mobilization and outreach to farmers
- Design a strategy to strengthen stakeholder engagement in supporting and addressing farmer needs in the community
- Develop program workplans and ensure timely implementation of the program activities in line with work plans and activity schedules
- Monitor, identify and advice on challenges and risks facing the implementation of the program.
- Track and ensure deliverable requirements move forward in a timely, cost effective manner
- Implement the work plan in accordance with ethical organizational and legal principles.
- Any other duties assigned
Economic Empowerment Program Responsibilities:
- Develop program workplans and ensure timely implementation of the program activities
- Support in the implementation of program activities and ensure excellence in execution
- Ensure program activities are implemented with sound support, technical, financial, human resource, and overall programmatic practices
- Proactively identify strategies to achieve program goals and to address bottlenecks to effective execution of the program objectives
- Hold regular team meetings to track implementation progress
- Establish and maintain strong working relationship with all stakeholders
- Represent the program at internal and external functions
- Manage the program budget to ensure spending rates are on target
- Responsible for all deliverables under the program, including specific outputs and outcomes
- Ensure innovative monitoring and evaluation plans to track program progress
Housing and Infrastructure Program Responsibilities:
- Assume overall responsibility for the implementation, management, monitoring, budgeting, reporting, operational and financial planning of this program.
- Assess the Housing&Infrastructure needs of community members
- Develop and maintain program work plan and ensure timely program implementation
- Coordinate and link with stakeholders
- Support and supervise the program and building sites.
- Perform any other assigned duties as directed.
Required Skills or Experience
- Bachelor’s Degree in Project Management/Development studies/ Social Work/Agriculture/Engineering or any other relevant field
- Minimum of 3-5years experience with a track record of executed projects
- Skilled in partnering with relevant instutions&authorities, both international and local NGO’s to enhance the mission and vision of the organization
- Ability to develop tangible and insightful programs
- Strong project management and financial analysis skills
- Ability to structure complex tasks and translate targets into work plan
- Track record of building strong stakeholder relationships
