Job Description

EPG is looking for a highly motivated and capable candidate to join its small but growing team. The successful candidate will play a critical role in the conceptualization, design, and management of EPG’s projects alongside locally based team members, including: identifying new opportunities; formulating and overseeing education sector analyses and policy development in countries; developing and managing relationships with government partners; designing and implementing programmes; building in monitoring, feedback, and evaluation mechanisms; preparing and managing budgets; liaising with funding partners; and ensuring effective programme oversight. This role is based in Ark’s London office, and includes significant international travel (indicatively 35% time). 

Indicative responsibilities

  • Work directly with governments - mainly Ministries of Education and their development partners – as well as EPG’s locally based team members to design and implementation of policy-related projects to improve the quality of educational services.
  • Specifically, in collaboration with government counterparts and their development partners, the position holder will:
    • Design and oversee a range of research and scoping studies including the selection, contracting and supervision of consultants or consulting firms;
    • Develop these scoping studies into high quality, government-owned policy projects with associated budgets, milestones, timelines, and sustainability plans;
    • Consider, review and manage risks associated with projects;
    • Formulate agreements and conduct advisory services activities to help governments implement these projects, such as Memoranda of Understanding, project management plans, and project delivery tools;
    • Ensure that appropriate monitoring, rigorous evaluation and feedback loops are incorporated into the design of these projects and advisory services and that the evaluation data can be used to improve project effectiveness;
  • Build relationships with funders and other key stakeholders in country, ensuring partners receive timely, high quality information;
  • Work closely with teams based outside the UK to ensure efficient and high-quality programme implementation and provide support to country-based EPG staff;
  • Formulate, test, and revise EPG’s programmatic ‘toolkits’ that can be adapted and utilised in a range of different programme contexts;
  • Collaborate with colleagues to nurture new funding partnerships and deepen existing partnerships interested in EPG’s work;
  • Provide thought leadership through presentation of evidence and learning on EPGs programmes in a variety of different contexts;
  • Provide organizational support to EPG, including inputting to the development and execution of EPG’s strategy and plans;
  • Keep abreast of the latest global and national research, news and trends in education, development and country/client contexts, and to share this information with relevant stakeholders.

Required Skills or Experience

Essential requirements for the candidate are:

  • At least BA degree
  • Considerable professional experience in international development or international consulting, including experience in leading the design and delivery of policy-related projects.
  • A track record in project management and stakeholder management in low- or middle-income countries;
  • Exceptional written, communications, and presentation skills in English;
  • Experience in research and evaluation design and an ability to analyse and interpret data.
  • Strong interpersonal skills with a sense of humility and willingness to work with diverse team members, often remotely

Desirable skills and experience include:​

  • Knowledge and/or experience in the role of non-state actors in the provision of basic services
  • Experience working on programmes aimed at strengthening accountability in school systems;
  • French language capabilities.
  • Formal training in microeconomics.
