Total Family Health Organisation (TFHO) is an indigenous Ghanaian social marketing organization duly registered in accordance with the laws of Ghana on February 1, 2017. We work to improve the health of people living in Ghana primarily through implementation of innovative evidence-based interventions that increases access to and utilization of health products and services in a measurable and impactful way. Our key intervention areas include Family Planning and Reproductive Health, Maternal, New-born, and Child Health (RMNCH), communicable and noncommunicable diseases, Water Sanitation and Hygiene (WASH), nutrition, and malaria. We utilize our deep insight and skills in Social and Behaviour Change Communication (SBCC) and social marketing to promote positive social and behavior change among individuals and communities.

Job Description

Total Family Health Organisation (TFHO), now invites qualified Consultants with proven ability to submit proposals for providing HR Consultancy as per below.
  • TFHO is seeking a reliable Consultants with the capacity to perform these services as specified in the below table.  
  • Interested firms are responsible for ensuring that their proposals are received by TFHO in accordance with the instructions, terms, and conditions described in this RFP. 
  • Failure to adhere with instructions described in this RFP may lead to disqualification  Proposals submitted and questions regarding this Request for Proposals (RFP) shall be ONLY via email to procurement@tfhoghana.org by the date and time specified below.
  • The award of a contract is subjected to the availability of funds. Issuance of this RFP does not constitute an award or commitment on the part of TFHO to pay for cost incurred in the preparation and submission of a quotation.

Objectives

The objective of acquiring the Human Resource Integrated System, is to enable the HR department function more efficiently and effectively. It is also to centralise HR data and processes so that information retrieval is made easier and faster.  

Scope of Work

Under this task the vendor is required to provide a Human Resource integrated system that offers the following:

  • Web Based Application accessible via computers, tablets and mobile phones.
  • Unlimited Cloud storage
  • Recruitment
  • Employee Management
  • Time Management

Project time tracking - Employees can track time towards the exact project that they are working on without having to search.

Accurate Project Costs: All the tracked time is validated and is mapped to projects giving complete visibility into project costs with real-time actuals to estimates comparison.

Criteria for Evaluation: The selection of a Consultancy firm will be based on Best Value Approach, Technical, Timeliness and Price Factors included.
Preliminary Qualification: Must be registered Consultancy firm (submit Business Registration Certificates, VAT Certificate, Certificate of Incorporation and Tax Clearance Certificate etc.

Required Skills or Experience

 

Qualification of Entity and Key Personnel – 30 pts

  1. Provide a pager Company Profile (Profile should include: Company Mission/Vision, Similar project complexity executed in the past.
  2. CV of key personnel to be on this project.
  3. Client References- Name of Client, Contact details and Contact number(s)

 

Approach to Providing the Requested Scope of Work – 25 pts

 Scope of Work responds:

 Includes your understanding of the SOW and a detail project delivery schedule/timeline

 

Price proposal – 35 pts

Provide breakdown of the full total contract sum in Ghana cedis. Total cost should include the following if applicable

  1. License fees
  2. Monthly/Quarterly hosting fee
  3. Annual maintenance fee
  4. Integration cost and customization fees
  5. Support & Services fees
  6. Implementation/Training fees
  7. Interface/feed development fees
  8. Monthly processing/Service fees
  9. Other one-time fees etc

   Lowest evaluated ceiling price will obtain maximum weighted points

Other Benefits – 10 pts

Innovating and/or creative approaches to providing the services that provide additional efficiencies or increased performance capabilities
