Job Description

WEI seeks local candidates for the following positions for the anticipated ‘Education Outcomes Funding’ program. The objective of the program is to ‘strengthen support for schools and out of school children through education’. This 5 year program will be implemented in the Northern and Upper West regions of Ghana to provide Complementary Basic Education to children who are currently out of school with the purpose of reintegrating them back into primary school. Additionally the program will support schools to implement sustainable interventions that will lead to improved access, learning and retention. Effective literacy and numeracy education will be at the heart of the program.

Description
The Deputy Team Lead would work alongside the Team Lead and be responsible for the overall technical strategy and management of the Program.

Roles and Responsibilities

  • Responsible for the overall technical strategy and management of the EOF Program; 
  • Ensures quality implementation of the program at regional, district, and community levels;
  • Provides leadership support for the development, implementation and evaluation of teaching and learning strategies; 
  • Support project monitoring, evaluation and learning in collaboration with the M&E Manager;
  • Oversees the development, production, and distribution of Teaching and Learning materials;
  • Leads advocacy interventions with National, Regional and District stakeholders;
  • Provides onsite mentoring support to technical teams and consortium partners; 
  • Engages in capacity building of technical teams, consortium partners, and relevant stakeholders; 
  • Supports documentation and publication of project activities and sharing of lessons learned or best practices; 
  • Ensures that technical teams and consortium partners follow the principles of Do No Harm in implementation of all program activities;

Required Skills or Experience

  • Master’s degree or higher in Education, Economics, Public Policy, International Development, or related field; 
  • Seven years project management experience is required;
  • Experience developing literacy and numeracy instructional programmes is required;
  • Experience in formal or non-formal education programming, curriculum implementation and teacher training is required;
  • Experience working in West Africa is highly desired; 
  • Excellent written and oral communication skills in English are required;
  • Recognition as national or international-level expert in policy related to education development is desired; 
  • Demonstrated ability to establish and sustain professional relationships with government counterparts; 
  • Demonstrated experience in building the capacity of staff and sub-award partners to meet project needs and deliverables is desired; 
  • Ability to work as part of a team with in country staff and external consultants.

PREFERED QUALIFICATIONS

  • Experience in complementary basic education, life skills development, vocational training or girls’ empowerment activities; 
  • Experience working with marginalized populations, specifically out of school children.
