Job Description

WEI seeks local candidates for the following positions for the anticipated ‘Education Outcomes Funding’ program. The objective of the program is to ‘strengthen support for schools and out of school children through education’. This 5 year program will be implemented in the Northern and Upper West regions of Ghana to provide Complementary Basic Education to children who are currently out of school with the purpose of reintegrating them back into primary school. Additionally the program will support schools to implement sustainable interventions that will lead to improved access, learning and retention. Effective literacy and numeracy education will be at the heart of the program.

Description
As part of the senior management team, the Senior M&E Lead will supervise the monitoring and evaluation team. S/he will be responsible for the programme’s M&E strategy and management and will provide technical leadership and oversight of M&E activities. She/he will also provide necessary support to all partner organizations to build the capacity of their M&E structures.

Roles and Responsibilities

  • Develop MEL framework, program monitoring approach and tools.
  • Develop the automation of the MEL system for the Project
  • Lead MEL capacity development efforts for all technical teams/ consortium partners and other stakeholders
  • Collaborate with Technical teams/ consortium partners and stakeholders to establish indicators relevant to their needs
  • Work closely with External Evaluators to conduct M&E research
  • Report directly to the Programme Director and help represent project to donor, social investor and the Government of Ghana
  • Support documentation and publication of activities and sharing of lessons learned and best practices
  • Provide progress reports according to donor and Government of Ghana requirements
  • Work closely with program senior management team to elaborate integrated strategies, work plans and initiatives
  • Help ensure cross-cutting issues of participatory monitoring and evaluation, use of data for decision making and improved accountability are integrated in all strategies and activities
  • Support Programme Director in liaison and collaboration with other donor activities

Required Skills or Experience

  • A Masters’ Degree in Statistics, Economics, Public Policy or related field.
  • Strong time management skills and ability to work with deadlines.
  • At least five years of M&E related experience in the non-profit, private, or public sectors.
  • Proven experience in quantitative and qualitative methodologies and research
  • Excellent facilitation, oral and written communication skills as well as technical writing skills for publication of research.
  • Proven experience with various statistical software, including SPSS, Excel, SAR or R.
  • Previous experience working with the Government of Ghana and/or local partners in the implementation of large-scale, complex, development projects  
  • Ability to work as part of a team with local partners and national and international consultants;
